The City of Fayetteville is currently recruiting for a Senior Project Manager in the Stormwater Division to perform advanced and highly complex professional stormwater, environmental science, and civil engineering-related work in the planning, analysis, and management of watershed and stormwater infrastructure projects and programs. Manage multiple large and complex projects, oversee hydrologic and hydraulic modeling and environmental analyses, and provide technical leadership and supervision within the Stormwater Division. Coordinate cross-functional and programmatic activities, supporting implementation of stormwater policies and initiatives, and ensure regulatory compliance.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Lead and manage complex stormwater and watershed projects and initiatives, including planning, modeling, design review, permitting, and implementation; ensure alignment with City standards, regulatory requirements, and watershed management objectives.
  • Oversee and perform advanced hydrologic and hydraulic modeling, drainage studies, and environmental analyses; review and approve technical reports, plans, and supporting documentation prepared by staff, consultants, and developers.
  • Manage multiple concurrent projects with significant scope, technical complexity, and community impact; develop project objectives, scopes, schedules, budgets, and deliverables; monitor progress and implement adjustments.
  • Provide technical leadership and functional supervision to engineering, environmental, and technical staff; plan, prioritize, assign, and review work; assist with training, mentoring, and performance feedback.
  • Participate in the development and implementation of division goals, policies, procedures, and standards; evaluate operational effectiveness and recommend improvements to service delivery, workflows, and technical practices.
  • Assist in the preparation and administration of the stormwater program and capital improvement budgets; monitor expenditures, forecast funding needs, and support funding strategies, including grants and external resources.
  • Manage and oversee professional services contracts, including assisting with scope development, selection, negotiation, and administration; ensure compliance with contract requirements, schedules, and performance expectations.
  • Represent the City in meetings with stakeholders, including public meetings, neighborhood groups, and advisory boards; address complex or sensitive stormwater issues and provide technical guidance and recommendations.
  • Review development plans, drainage studies, and stormwater submittals for compliance with City ordinances, policies, and design standards; coordinate with review teams and recommend approvals or required modifications.
  • Develop and deliver technical reports, presentations, and project documentation; communicate project status, risks, and outcomes to management and stakeholders.
  • Investigate and respond to complex stormwater and drainage issues and complaints; evaluate conditions, recommend solutions, and coordinate implementation with appropriate parties.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Five years of increasingly responsible professional experience in stormwater management, water resources, environmental science, civil engineering, or related field, including experience in project management, hydrologic and hydraulic modeling, watershed planning, or environmental analysis. Experience leading complex projects, coordinating with regulatory agencies, and providing technical oversight is required. Supervisory or lead experience is preferred.

Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in environmental science, water resources, civil engineering, biological and agricultural engineering, environmental engineering, geography, or a related field.

LICENSING & CERTIFICATIONS:

Required:
Possession of an appropriate, valid driver’s license and ability to maintain insurability. Possession of a Project Management Professional (PMP), Certified Construction Manager (CCM), Certified Floodplain Manager, Engineer in Training (EIT) or EIT equivalent.

Preferred:
North Carolina Professional Engineer (PE) license or the ability to obtain through reciprocity or comity.

From the time of closing, the selection process is anticipated to last 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check, and driving history check.
