What are the responsibilities and job description for the Director of Public Works position at City of Farmers Branch?
Researches, develops, implements and maintains public works policies and procedures. Addresses customer requests and issues, reviews Council goals and objectives, establishes work projects, reviews workloads, directs personnel, meets with other Departments, and assures compliance with federal, state, and local regulations.
Researches, analyzes, prepares, and implements department annual and mid-year budgets; develops tracking reports for monthly trending; reviews of need for budget requests, and presents to administration and Council justification for funding of items.
Manages and directs professional and technical staff, establishing work projects for short and long-term issues, scheduling projects, setting priorities, maintaining discipline, ensuring staff development and training, and reviewing job performance.
Respond to citizen and Council requests, review issues, research laws, and policies, meet with involved parties, and present findings.
Plan for and maintain traffic throughout the City, manage repairs of existing infrastructure, develop a preventative maintenance program for field hardware, and respond to traffic emergencies.
He attends regular city staff and council meetings, advises the City Manager and elected officials on department-related matters, sits on hiring boards, and participates in formulating a vision for the future of Farmers Branch.
Bachelor's degree from an accredited college or university in Civil Engineering or a related field is required.
Over seven (7) years of leadership experience in a municipal public works department is required.
Employment is conditional upon successful completion of a criminal background check.Work requires managing and monitoring work performance of a department including evaluating program or work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.
This position normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance.
Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
Advanced ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents, to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables, and to write editorials, journals, speeches, manuals, or critiques.
Comprehensive knowledge of public work operations including sewer, streets, storm drainage, solid waste and construction management; and good knowledge of the principles and practices of Civil Engineering.
- Licenses and Certificates:
Valid driver's license with a good driving record and ability to maintain while employed is required.
Licensed Professional Engineer in the State of Texas is preferred.
- Work Environment:
Works primarily in climate controlled office environment with occasional exposure to weather conditions. Physical demands are primarily sedentary requiring little physical effort in working with light lifting of easy to handle materials. Requires sitting, standing, walking, reaching, bending.
