Position Description Under general supervision, performs various skilled/technical maintenance activities on Water Utility facilities. Maintains the operating condition of buildings, plumbing, electrical and heating systems and performs general repair and maintenance. Scope of Responsibility: Responsible for the quality and accuracy of his/her own work and for providing guidance and work direction to other Maintenance Technicians and laborers.

Responsible for the care and safe operation of a variety of equipment with high monetary value. Performs work on all Water Utility buildings. Primary Responsibilities Essential Duties and Responsibilities: Reviews work methods to ensure activities are carried out efficiently, effectively and in a safe manner.

Makes modifications as deemed necessary. Performs preventative maintenance on buildings, grounds, and equipment according to schedule. Refers to specific manuals for each building.

Performs minor and major repairs on buildings, grounds, and equipment. Troubleshoots and diagnoses mechanical, electrical, heating/cooling, plumbing system, and other related system malfunctions; Determines appropriate method of correction and performs repairs. Installs and wires circuits including replacing ballasts and light fixtures; Repairs and operates heating/cooling systems including dismantling boilers; Inspects, installs and repairs plumbing equipment and fixtures including running pipes, installing valves; Modifies, repairs, and installs partitions, window, and door frames; paints; repairs roofs, etc.

Coordinates and works with contractors on contracted projects. Performs grounds keeping duties such as composting, mulching, snow removal, and trash pickup. Estimates time, parts, tools, and equipment needed for repair, completes necessary forms to obtain items.

Solicits bids for projects, coordinates with contractors; Attends bid openings and recommends contractors; Reviews existing material/supply inventory (e.g., tools, chemicals) on a regular basis and identifies needed items; Makes purchases for purposes and amounts that are within the budget and within the authorized approval limits of the job; Works to ensure the most cost-effective alternatives are identified when planning expenditures. Maintains various records of repair and maintenance activities according to established procedures. Provides work direction and instruction to other Maintenance Technicians, temporary laborers and/or contractors

While performing the same or similar work as employees under the line of authority, serves as a team leader, assigning particular work to co-workers using informed and independent judgment when making these assignments and ensuring the employees know and follow department and city rules as well as sound work and safety practices. Assists in developing the work unit budget. Provides informed input on matters relating to the annual operating and multi-year capital budgets; Analyzes past expenditures, expected needs, and obtains informal bids for future cost projections for anticipated needs.

Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work; When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.

Interacts regularly with others in the work unit, the public, vendors or across departments to exchange basic fact information as requested or as necessary to perform job duties; Occasionally interacts with others in the work unit, the public, vendors or across departments to exchange detailed and/or technical information where the ability to explain concepts is exercised; interaction occasionally includes negotiations involving convincing the other party to do something to achieve a basic work-related objective. Performs other duties and activities as assigned. Minimum Qualifications Associate's degree in HVAC, construction trades or a related field and four or more years of previous responsible experience performing technical maintenance and repair work, including operation and maintenance of a boiler system; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

A valid driver's license is also required. Knowledge, skills, and abilities include: Knowledge of current methods and techniques of maintenance/repair and construction in the areas of mechanical, electrical, plumbing, heating/cooling and other related systems; Knowledge of proper work procedures and acceptable safety standards; Knowledge of applicable building and safety codes; Skill in executing current methods and techniques of maintenance/repair and construction in the areas of mechanical, electrical, plumbing, heating/cooling and other related systems; Skill in operating a variety of hand and power tools; Skill in troubleshooting and determining causes for mechanical or electrical failures; Skill in prioritizing and organization; Basic computer skills; Skill in communication, interpersonal skills, and strong customer service skills; Ability to learn new computer applications; Ability to participate in 24/7 on-call rotation; Ability to communicate effectively in both verbal and written forms and have strong public relations skills. Physical Demands Physical Demands & Working Conditions: Work is performed in a variety of indoor and outdoor settings including construction sites, offices, and all City facilities.

Work is generally heavy with considerable variety. Daily work involves moving, pushing and/or lifting objects weighing over 100 pounds such as containers of chemicals, furniture, and unloading trucks, moving equipment, etc.; climbing ladders, maneuvering in small spaces, and regular driving to locations within the City. Regular operation of equipment such as lifts, Bobcat, snow-thrower, and various manual and power hand tools is required

There is moderate attention to detail. Working conditions include regular exposure to dirt, soot, oil, noise, and extreme weather conditions. Hazards include daily local driving, exposure to hazardous chemicals, moving mechanical parts, electrical work, climbing on ladders, on lifts and going on roofs.

Activities include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, digital dexterity, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions. Heavy Work: Physical demands are normally those associated with heavy work: Exerting up to 100 pounds of force occasionally, and/or in up to of 50 pounds of force frequently, and/or up to 20 pounds of force regularly or constantly to move objects.
