1. POSITION TITLE: Wastewater Treatment Plant Operator

2. DEPARTMENT: Utilities/Wastewater Treatment Plant

3. PAY GRADE: 170 (Non-exempt)

4. SALARY: $46,022.00

5. GENERAL DESCRIPTION OF THE WORK OF THE POSITION:

Daily operation of Wastewater Treatment Plant equipment including main pump station bar screens, gravity thickeners, digester lid levels, clarifiers, sludge dewatering equipment, bar screens, grit collection, electronic devices, including but not limited to those listed; mixes chemicals, does minor maintenance of equipment; cleans sludge lines, equipment, vehicles, and performs janitorial duties in the plant; maintains various required records and performs laboratory analysis; performs care-taker duties at the plant and drives vehicles and related equipment; checks lift stations as required and does any other related work as required.

6. DUTIES OF THE POSITION (ILLUSTRATIVE ONLY)

Operates plant equipment including engines, pumps, valves, generators and process equipment; clean clarifier weirs, screens, and other related items necessary for unit process functions; collects samples of sewage and receiving water as required; operates electrical controls; works with chemicals required in the treatment process; determines treatment process conditions using laboratory data, meter and gauge readings; does minor plumbing; performs minor repairs and calibrates meters and gauges; keeps records of operations and maintenance; keeps shift logs and meter reading records; collects required samples of sewage and receiving water; performs laboratory analyses; evaluates data in terms of plant process performance; drives sludge truck and other related equipment; performs gardening and caretaker duties such as cutting grass, trimming shrubs, hosing drives, walks and floors, keeps equipment and tools clean and operable; maintains the floors, walls, furniture, etc. of the plant. Shall work rotating shifts, (day, afternoon or midnight) of 8 hours. Required to work weekends as necessary. Required to work overtime hours as needed and carry a pager or cell phone.

7. DESCRIPTION OF SUPERVISION RECEIVED BY AN INCUMBENT OF THIS POSITION:

Supervision is received from the Wastewater Treatment Plant Superintendent and/or designee.

8. DESCRIPTION OF SUPERVISION EXERCISED BY AN INCUMBENT OF THIS POSITION:

No supervisory authority is granted.

9. KNOWLEDGE, SKILLS AND ABILITIES NECESSARY FOR WORK PREPARATION:

Mechanical, electrical and mathematical skills are required. The ability to work with other employees and abide by instructions from supervisors. Good knowledge of procedures and principles of the operation of a wastewater treatment plant. Good knowledge of safety rules and occupational hazards. Ability to work with minimum supervision. Ability to work alone for periods of time. Must possess good computer skills, record keeping ability, communication skills, and good physical condition. Must possess Class B CDL or have the ability to obtain Class B CDL permit within six months of employment and Class B CDL within one year of employment. Preference could be given to certified welders/certified electricians/industrial maintenance experience and persons with Class A or Class B Commercial Driver’s License.

10. EDUCATION AND/OR EXPERIENCE NECESSARY FOR WORK PREPARATION:

High school diploma or equivalent; must possess a valid West Virginia driver’s license; ability to comprehend the operation of mechanical and electrical equipment; good physical condition.

Incumbents of this position shall obtain a Class I Wastewater Treatment Works Operator Certification within one year from the date of hire. Incumbents of this position shall also obtain Class II, III, and IV Wastewater Treatment Works Operator Certification within the timeframe as established by the West Virginia Bureau of Public Health Rules.

11. PHYSICAL DEMANDS AND WORK ENVIRONMENT:

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the daily duties of this position, the employee is required to walk, sit, stand, bend, climb stairs, walk on uneven surfaces, walk on slippery surfaces, crouch, crawl, kneel, stoop, and using hands for reaching, grasping and making repetitive hand movement. The nature of the work requires the incumbent to climb ladders and work in confined spaces. The position also requires both near and far vision when inspecting work and performing maintenance on assigned equipment. Additionally, the employee will be required, at times, to lift, carry or push/pull supplies, materials, equipment and/or items weighing up to 50 pounds while performing the duties of this position.

Work is conducted both indoors and outdoors in all weather conditions including wet, hot and cold. Daily duties may require the use of cleaning and lubricating chemicals. Employee will be frequently exposed to odors, fumes, toxic conditions, air contaminants, dusty and/or greasy conditions, high levels of noise and risk of bodily injury.
