The City of Fairburn is seeking to fill a professional level and experienced Procurement Manager. This position is responsible for providing leadership and management of procurement programs and services for the City, including preparing and issuing Requests for Proposals (RFPs), Request for Quotations (RFQs), opening and tabulating quotes, and providing information to vendors in accordance with purchasing laws. The Procurement Manager conducts internal procurement analysis and consultation in collaboration with City departments to source and make recommendations for materials, equipment, supplies, and services. Reports to the Finance Director.

ESSENTIAL JOB FUNCTIONS
- Manages and oversees the administration of procurement functions; provides strategic direction and prioritization of procurement policy, procedures and processes for City-wide purchasing; participates in higher risk and/or more complex buying decisions.
- Surveys vendors to evaluate products and supplies for the lowest prices; utilizes current supply catalogues and other references for sources of supply.
- Obtain price quotes from vendors and compares quotes with requested commodity specifications and availability of items.
- Provides direct guidance to departments related to procurement laws, policies and procedures.
- Completes highly complex and sensitive procurement work that requires developing negotiation strategies and contract development. Responsible for procurement of large construction projects.
- Supervises, directs, and evaluates assigned staff to develop, plan, and implement goals and objectives, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Collaborates with user departments to develop clear and concise technical bid specifications to meet department needs; ensures minimum requirements are clearly defined and allow for competitive quotes; and analyzes quotation specifications to ensure accuracy in defining a purchase such as supplies, equipment, services, or materials.
- Prepares and issues quotes and related materials; distributes quotes to vendors; opens and tabulates quotes; analyzes bids to determine most responsible/responsive bidders; sends results of quote responses to request City departments; and prepares and issues addendums to notify vendors of additions/changes in quote solicitations.
- Conducts training with city employees on the procurement process; periodically reviews the City’s Purchasing Policy and makes recommendations that are in accordance with current purchasing trends.
- Reviews and approves solicitations, contracts, purchase orders, and other procurement documents, including Solicitation Responses, Evaluation Documents, specifications, insurance certificates; ensures accuracy and quality of documents and supporting materials.
- Assists procurement staff with complex purchases and provides guidance on strategic procurement approaches; guides procurement staff on activities to resolve contractor performance.
- Communicates with supervisor, department liaison(s), sales representatives, consultants, vendors, the public, and other individuals as needed to coordinate procurement activities, review status of requisitions, exchange information, resolve problems, or provide assistance.
- Defines contract recommendations that support department business goals in collaboration with senior management and internal customers.
- Establishes and maintains regular written and in-person communications regarding contract activities with organization executives, department heads and end users.
- Provides analytical data and information to support procurement initiatives and contract negotiations.
- Maintains contractor database and monitors contract for performance of essential terms including renewal and expiration protocols.
- Monitors contract performance for compliance with organizational needs and requirements, including following up checks for corrective action, and regular contractor performance evaluations.
- Performs other related duties as assigned.
Education and Experience:
Requires a Bachelor’s degree in Business Administration, Public Administration, Purchasing, Marketing, Supply Chain Management or related field supplemented by 3-5 years of progressively responsible related experience in purchasing, writing bids, understanding, interpretation, and analysis of contracts, market analysis for supplies and services or a related area; with 2-3 years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses or Certifications:
Valid State of Georgia driver’s license
Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) issued through the Universal Public Purchasing Certification Council (UPPCC) preferred
Special Requirements:
Requires an acceptable general background check to include a local and state criminal history check and an acceptable driving record.
Requires satisfactory results from a pre-employment alcohol and controlled substance testing.
Knowledge, Skills and Abilities:
- Knowledge of public purchasing principles and practices, including competitive bidding procedures.
- Knowledge of modern methods, concepts, practices, and principles related to local government procurement and competitive solicitation processes, as well as general procurement procedures and guidelines, financial computations, statistical analysis, and forecasting techniques
- Knowledge of applicable federal, state and local procurement laws and regulations.
- Knowledge of the methods and techniques used in the grading and analysis of the quality of supplies, materials, and equipment.
- Skill in oral and written communication.
- Skill in developing specifications for purchases.
- Ability to ability to synthesize, hypothesize, and/or theorize concerning data involving modification of existing policies, strategies and/or methods to meet unique or unusual conditions. Requires the ability to do so within the context of existing organizational theories and management principles.
- Ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
- Ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
- Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
- Ability to develop and maintain effective working relationships with those contacted in the course of work.

PHYSICAL DEMANDS
The work is sedentary work which requires exerting up to 10 pounds of force. Work requires ability to exert very light physical effort, involving some reaching, handling, fingering and/or feeling of objects and materials. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
WORK ENVIRONMENT
Work is performed in an office environment. Essential functions are regularly performed without exposure to adverse environmental conditions.
