Under limited supervision, plans, organizes, directs, and supervises the Public Works Construction Inspectors, Asset Manager, and Line Locator. Oversees and manages complex Public Works projects for the City, including fiscal management, project planning, team coordination, public engagement, design and construction oversight, and related planning activities.

Manages major capital improvement projects, including oversight, review, and approval of all work products produced by consultants and contractors.

Supervises assigned staff, evaluates performance, and monitors operations to identify and resolve problems and priorities.

Assists in preparing and approving studies, contract documents, plans and specifications, cost estimates, investigations, evaluations, reports, invoices, change orders, and other project-related documents.

Oversees and may assists in Public Works and construction project management, including inspection activities within the public right-of-way.

Oversees and may assists in obtaining easements and other required construction-related documentation.

Prepares reports, maintains records and files, and produces written documents with clearly organized thoughts using proper grammar, punctuation, and sentence structure.

Performs design interpretation and resolves conflicts on construction management projects.

Manages, organizes, coordinates, and monitors development project activities in cooperation with other departments, outside agencies, contractors, and design professionals.

Attends staff and project meetings and works cooperatively with employees and private organizations to facilitate project implementation and completion.

Develops program and project budgets, schedules, work plans, labor utilization, and cost estimates or projections.

Has frequent contact with employees, citizens, local state, federal agencies, and other city departments.

Ability to arrive to work on time and must maintain a regular and reliable level of attendance.

Performs other duties as assigned.

  • Knowledge of federal, state, and city development, planning, and zoning regulations, including TCEQ, FEMA, and ADA requirements.
  • Knowledge of design and construction practices, construction industry trends, and best practices.
  • Knowledge of principles and practices of engineering, architecture, general building construction, and program development and administration.
  • Understanding of economic factors that influence community development.
  • Skill in writing and developing ordinances related to building codes and related regulations.
  • Knowledge of municipal budget preparation and administration, as well as employee supervision, training, and performance evaluation.
  • Familiarity with federal, state, and local laws, statutes, rules, ordinances, codes, and regulations affecting construction and development.
  • Ability to review complex technical areas of construction operations and ensure compliance with applicable codes.
  • Ability to read, interpret, and apply building codes, as well as structural, electrical, plumbing, and mechanical plans.

Bachelor’s Degree in Engineering, Electrical, Construction Development or related field and five (5) years’ experience in planning, construction, or a related field.

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Salary : $79,448 - $110,245
