What are the responsibilities and job description for the Public Safety Technology /Emergency Management Specialist position at City of Ennis?
Under general supervision, assists with public safety operations and technology programs; coordinates activities, projects, and special events with City departments and external agencies; and provides complex administrative and technical support to ensure efficient operations and effective emergency preparedness.

Creates and leads cross-disciplinary teams, including internal and external partners, in the development, implementation, and modification of emergency preparedness plans. |
May assist with the maintenance of the City’s Emergency Management Plan (EMP). |
Prepares and submits reports and planning updates as required by local, state, and/or federal regulations. |
Prepares and delivers public education presentations to promote awareness and personal preparedness among citizens, civic groups, businesses, and organizations. |
Provides administrative and technical support for training and exercises involving City departments, partner agencies, and external organizations. |
Maintains current versions of all response plans for reference and use during emergencies. |
Maintains a calendar to track project progress, identify deadlines, report status, and ensure timely completion. |
May function within the Emergency Operations Center (EOC) or designated locations during emergencies, disasters, training exercises, and special events. |
Monitors weather conditions during severe weather or hurricane seasons and when notified of impending threats. |
May represent Emergency Management at meetings, trainings, conferences, and seminars as assigned by the Emergency Management Coordinator. |
Provides logistical support during extended emergency incidents as requested. |
Manages and maintains computer systems, networks, and related technology used for public safety operations. |
Provides technical assistance, troubleshooting, and system support to ensure efficient and secure operations. |
Analyzes technical systems and develops solutions to improve performance and resolve issues. |
Arrives to work on time and maintains a regular and reliable level of attendance. |
Performs other duties as assigned. |
- Ability to learn public safety operations.
- Knowledge of ICS, NIMS, and the National Response Plan.
- Ability to learn federal, state, and local emergency management laws and regulations when needed.
- Knowledge of the City of Ennis geography and surrounding areas.
- Knowledge of safe work practices and recordkeeping procedures.
- Skill in assisting with disaster exercise design and implementation.
- Skill in communication, coordination, and problem-solving.
- Ability to remain calm and make sound decisions under pressure.
- Ability to establish effective working relationships with staff, agencies, and the public.
Associate’s degree or equivalent in Criminal Justice, Public Administration, Emergency Management, Information Technology, or a related field, and at least two (2) years of experience demonstrating the ability to perform the essential functions of this classification.
A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record.
CJIS Level 4 Security Certification, or ability to obtain and maintain.
ICS 100–800 Certifications, or ability to obtain within one (1) year.
