POSITION SUMMARY

The Utilities Engineer I/II/III plays an essential role in supporting the City of Englewood’s water, wastewater, and stormwater infrastructure programs. This position offers an exciting opportunity to contribute to a robust capital improvement program focused on modernization, system optimization, regulatory compliance, and long-term resiliency.

Utilities Engineers work within the Engineering Division to plan, design, review, and manage a wide range of projects across water, wastewater, and stormwater utilities. Depending on the candidate’s qualifications, the position may be filled at the Engineer I, II, or III level.

This position directly supports asset management initiatives, capital project delivery, and ongoing improvements to the City’s water quality, reliability, and stormwater resilience.

 

REPORTING RELATIONSHIPS

Reports to: Engineering Supervisor – Engineering
Direct Reports:

  • Engineer I: None
  • Engineer II: None
  • Engineer III: May supervise Engineer I/II staff or interns

 

DUTIES & RESPONSIBILITIES

Core Responsibilities (All Levels)

  • Perform engineering tasks supporting planning, design, construction, asset management, and development review for water, wastewater, and stormwater systems.
  • Participate in or facilitate internal and external stakeholder meetings.
  • Prepare or assist with requests for proposals, scopes of work, bidding documents, technical specifications, and Council or Board communications.
  • Conduct engineering calculations, data analysis, and field data collection.
  • Assist with or perform development review for compliance with utility design standards, hydraulic criteria, stormwater drainage requirements, erosion and sediment control practices, and industry best practices.
  • Conduct field inspections and track construction progress; coordinate with contractors, consultants, and operations staff.
  • Support asset management initiatives including condition assessments, hydraulic modeling, and data-driven capital planning.
  • Ensure compliance with engineering best practices, permits, and applicable regulations.

Level-Specific Responsibilities & Expectations

Engineer I
  • Performs foundational engineering duties under direct supervision.
  • Supports senior engineers with capital projects, development review, and basic engineering analyses.
  • Assists with hydraulic modeling, GIS data updates, and asset management tasks.
  • Learns and applies City standards, permitting processes, and construction requirements.
  • Conducts routine field observations and collects engineering data.
Engineer II
  • Performs increasingly complex engineering work under general supervision.
  • Supports or leads components of capital improvement projects including design, construction management, budgeting, and scheduling.
  • Prepares detailed reports, calculations, design documents, and technical memoranda.
  • Leads portions of development review and evaluates compliance with utility and stormwater standards.
  • Coordinates with consultants and contractors to interpret City standards and project requirements.
Engineer III
  • Serves as a project manager for complex water, wastewater, and stormwater capital improvement projects with minimal supervision.
  • Oversees design, construction management, and operational support requiring advanced engineering judgment.
  • May lead development review for complex or high-impact utility projects.
  • Supervises or mentors Engineer I/II staff or interns, providing technical guidance and project leadership.
  • Presents project updates to the Water & Sewer Board, City Council, and other stakeholders.
  • Recommends and implements new engineering practices, technologies, and process improvements.
  • Assists in developing operational priorities and long-range planning strategies.

 

PREPARATION & TRAINING

Education (All Levels)

Bachelor’s degree in civil, mechanical, chemical, or environmental engineering, or related engineering field.

Work Experience

  • Engineer I: 0–2 years of professional engineering experience
  • Engineer II: Minimum 2 years of applicable professional experience
  • Engineer III: Minimum 4 years of applicable professional experience

An equivalent combination of education, training, and relevant experience may be substituted.

Certifications & Licensure

  • Engineer I: None required; EIT preferred or ability to obtain within 6 months.
  • Engineer II: EIT required.
  • Engineer III: EIT required; PE license in Colorado required or ability to obtain within 6 months.

Driver’s License

Valid Colorado driver’s license and a clear or acceptable MVR.

 

KNOWLEDGE, SKILLS & ABILITIES

Knowledge (All Levels)

  • Water, wastewater, and stormwater engineering principles and practices.
  • Industry design standards, construction practices, and permitting requirements.
  • Capital project delivery methods and documentation.
  • Hydraulic modeling concepts and data analysis techniques.
  • Asset management fundamentals and condition-based planning.

Skills & Abilities

  • Strong written and verbal communication skills for technical reports, stakeholder coordination, and Council or Board communications.
  • Ability to evaluate engineering problems and develop sound technical solutions.
  • Proficiency in managing tasks, priorities, and deadlines.
  • Strong teamwork and collaboration skills across divisions and external partners.
  • For Engineer III: leadership and mentoring capabilities; ability to direct staff and manage complex projects.

SALARY RANGE

Engineer I

  • $72,512 - $108,768/Annual Salary

Engineer II

  • $79,928- $119,892/Annual Salary

Engineer IIII

  • $86,520- $129,780/Annual Salary

WORKING CONDITIONS

Work is primarily performed in a standard office environment requiring extended periods of computer use and occasional light lifting (up to 15 lbs.).

Fieldwork is performed intermittently and may involve exposure to variable weather, uneven surfaces, confined spaces, ladders, and active construction sites. Appropriate personal protective equipment must be worn.
