Police Service Officer
Position Summary
Performs duties in a non-sworn capacity in support of Elmhurst Police Department operations both within the station and in the field; assists the community by resolving non-criminal calls for police service in support of the Department.
Essential Functions
  • Assists the public with Police Department requests and inquiries; determines the nature of the visit or the problem and explains detailed policies, procedures and regulations; disseminates, provides factual information regarding the functions, activities, policies and procedures of the Police Department.
  • Answers the telephone for an office or offices; determines the nature of the call; directs callers to the proper person, to 911 operators, or takes messages.
  • Performs a variety of basic office support duties such as collating materials, completing forms, proofreading typed or printed materials, and/or typing correspondence reports and other materials.
  • Transports vehicles to and from locations as required; performs vehicle inspections; replaces and replenishes necessary equipment as needed.
  • Assists with special events as required; directs traffic.
  • Uses a computer and specialized software including L.E.A.D.S, WebRMS, BEAST MCR, and MDT; retrieves and sends messages from LEADS and DuPage County regarding warrants, missing persons, stolen vehicles, court dates, etc.
  • Prepares Daily Bulletin entries. Updates sick call sheet and other information pertinent to oncoming shift.
  • Monitors surveillance cameras, emergency phone connected with parking deck, security doors and booking rooms.
  • Performs Animal Control duties including picking up and properly disposing of road kills and other dead animals and euthanizing animals and properly disposing of remains. Impounding and documenting stray animals and taking reports of bites.
  • Documents relocation of vehicles and repossession information. Investigates follows-up and maintains records of abandoned autos.
  • Issues and processes burial permits, bicycle licenses, receives and logs traffic tickets and cash bonds.
  • Takes reports such as accident reports, general case reports, lost-and-found dog reports, lost or stolen license plates, information reports, other minor non-emergency investigative reports etc.
  • Issues and collects tavern sheets and street light lists.
  • Responsible for taking and documenting bond money.
  • Issues paperwork and reports (parking ticket books, warning ticket books, IVC ticket books, city ordinance complaints, state complaints/DUI complaints, bail bonds, and other miscellaneous forms).
  • Conducts parking enforcement, and other minor enforcement such as parking tickets, city sticker enforcement, and other minor city code or ordinance violations.
  • Substitutes for School Crossing Guards and operates school crossings as needed.
  • Deploys, maintains and retrieves Smart Trailer; drives a car or pick-up truck while towing, backing-up and positioning a trailer.
  • Performs traffic surveys, both radar and hand tally.
  • Locates, identifies and reports hazards or needs for service; removes hazards if possible.
  • Retrieves and delivers reports and supplies from other agencies as required; delivers special mail.
  • Female Service Officers will act as matron for arrests involving females as needed.
  • Performs court appearances and provides testimony as required.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
Qualifications
  • High School diploma/GED; AND three (3) years of customer service experience; OR an equivalent combination of education, training and experience as determined by Human Resources. Public safety work experience a plus.
  • Valid driver’s license.
Required Knowledge & Skills

  • Correct business English, including spelling, grammar and punctuation.
  • City ordinances, laws and regulations.
  • Layout and geography of the City.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.

  • Safe operation of a motor vehicle.
  • Interpreting, applying and explaining applicable laws, codes and regulations.
  • Maintaining accurate records and preparing accurate and timely reports.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Using independent judgment within established procedural guidelines.
  • Preparing clear and concise reports, correspondence and other written materials in Microsoft Word and Excel.
  • Working politely and effectively with staff and the public in a variety of situations.
  • Regular and reliable attendance is an essential function of this role.
Salary and Benefits
Salary Range: $28.03-$42.04/hr DOQ. FLSA Status: Non-exempt. Benefits: Includes medical, dental, vision and life insurance (City contributes annually half the cost of the deductible to employee HSA), tuition reimbursement, paid time off, and participation in the Illinois Municipal Retirement Fund (IMRF).
