POSITION OVERVIEW
The Operations Manager performs intermediate professional and technical work in overseeing the operations and management of various facilities within the purview of the Department of Cultural Arts & Special Events. Work includes overseeing various projects taking place in the facilities to improve, maintain, or upgrade the facility. Work is performed under the general supervision of the Director of Cultural Arts & Special Events. Tasks are varied based on the needs of each facility and specific project.
The ideal candidate should have strong organizational skills with the ability to manage a variety of things at one time. This candidate should be well versed in the operations and management of entertainment facilities, outdoor venues and project management. This candidate will work with the DCASE and City of Elgin staff to further solidify Elgin’s reputation as a city of the arts.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The main functions of this job include overseeing the Hemmens Cultural Center & Elgin Art Showcase daily facility operations, serving as the Wing Park Bandshell and Festival Park liaison with Parks and Recreation, working with various departments to ensure the highest level of efficiency and standards are kept. A detailed breakdown is listed below.
- Manage a small team of building maintenance staff. This includes tasks such as ensuring the proper level of staffing is met for cleanliness at all times. This further includes organizing, prioritizing and assigning work, conducting meetings, assisting with complex situations, and providing technical assistance as needed.
- Oversee and maintain all necessary facility maintenance supplies as needed.
- Serve as the staff point person for various departments including Building Maintenance and Parks and Recreation for various projects and tasks as needed.
- General job duties include administrative work such as managing calendars, scheduling appointments, answering inquiries, regular budgetary updates, etc.
- Regular and reliable attendance is an expectation of this job.
- Develop and maintain a DCASE capital plan to track maintenance and lifetimes of equipment and plan for the foreseeable future.
- Oversee all duties as in line with the City of Elgin’s priorities and through a thoughtful and feasible lens with the DCASE staff.
- Assists with budget preparation and monitoring.
- Plan, oversee, and manage projects specific to facilities and facility-related properties as needed from inception through completion.
- Participate in meetings and discussions providing opinions, guidance, processes, and best practices.
- Create reports as needed and distribute to management and any other pertinent internal and external stakeholders.
- Identify and source equipment and materials necessary for operations.
- Assist various DCASE staff members with utility and operational equipment maintenance and management.
- Perform other duties as assigned.
- Work is occasionally performed outdoors with exposure to adverse environmental conditions such as heat, wind, rain, etc.

- Must demonstrate the ability to handle pressure and employ management techniques to maintain focus and productivity.
- Must have the ability to strategically exchange ideas, thoughts, opinions, knowledge, and data so that the message is received and understood with clarity and purpose.
- Knowledge of management, budgeting, purchasing, and supervision principles, procedures, and practices.
- Ability to develop and implement multiple programs; must be able to effectively lead, motivate, and evaluate assigned staff.
- Spanish bilingual preferred.
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in a field such as Business Administration, Operations, Logistics, Project Management or another related field. Relevant experience will also be accepted.
- Experience in a management or supervisory role for a minimum of 3 years.
- A strong working knowledge of the entertainment or hospitality industry.
- Experience with contracts and negotiating.
- Experience managing facilities across the arts industry.
- Experience with project management.
- Experience with procurement process considered an asset.
- Experience in a municipal setting considered an asset.
- Knowledge of the principles, procedures, and practices of local arts administration, and events planning.
