WHO WE ARE: El Segundo was incorporated in 1917, is home to approximately 17,000 residents and is known as a major aeronautical and industrial business center. The City is headquarters to several corporations including Mattel, Chevron and most recently, the Los Angeles Times. El Segundo is also home to the Los Angeles Lakers and Kings training facilities.

The City of El Segundo is recruiting for a highly motivated, public service oriented individual to fill a Police Assistant II position, who under direct supervision, performs a variety of routine office and defined technical-related work in the development, maintenance, retention and retrieval of Police Department records; plays a key role in delivery of customer service in the front office and counter areas; participates in jail operation activities; and provides general office support to the Department.
The ideal candidate will understand the organization, operation, and services of the city, as well as work with outside agencies as necessary to assure priorities are met. This individual must be an outstanding communicator, has strong work ethics and provides outstanding customer service. A Police Assistant II is expected to work under steady pressure with frequent interruptions and a high degree of public interaction and maintain a professional dignified demeanor.  The Police Assistant  II must exercise good judgment and meet critical deadlines while fostering working relationships with all employees.

The Police Assistant II position will be in the Records Division of the Police Department and experience in Records is desirable, and is represented by the Police Support Services Employees' Association (PSSEA). The work schedule will include evenings, weekends and holidays. The eligibility list established for this recruitment will be used to fill the current vacancy and any future vacancies that arise during the life of the eligibility list.

This is an open competitive recruitment process. Applicants must submit a City employment application (online), including answers to all supplemental questions. Only online applications will be accepted for this recruitment process.
 
All properly submitted applications and supplemental questionnaires will be reviewed. Answers to supplemental questions are required and will be used to determine qualifications related to the position. The testing process will consist of a written exam (Pass/Fail) and a structured oral interview (weighted 100% for eligible list placement). The written exam will be a multiple choice test and will include questions to assess language skills, computer skills, and people skills. Candidates who pass all components of the selection process will be placed on an eligibility list in ranked order. Eligibility lists are normally valid for one year. The list may be extended to fill subsequent vacancies.

The pre-employment process for this position will include an extensive background investigation, which also includes a DOJ/FBI fingerprint check and polygraph examination. All employment offers are conditional pending results of a city-paid pre-employment medical exam. All new hires must successfully complete a one-year probationary period to obtain permanent status in this position.

Characteristic Duties and Responsibilities:
 
Compiles or assists in compiling statistics and prepares regular and special reports for requesting agencies and internal purposes; prepares court filings and transmittals; assembles, codes, records, and/or summarizes police record data including data on serious crime offenses, stolen vehicles, crime reports and related records; prepares file searches to locate missing records.
 
Receives or prepares and records, enters, distributes, files and retrieves designated police records, reports and materials, including declarations, arrest records, warrants, citations and crime and traffic reports; maintains and revises computer files on multiple automated systems; receives and determines or assists in determining disposition of standard reports and records.
 
Responds to department personnel and the public regarding policies, procedures, regulations and services; releases reports and related information to the public or to outside agencies as directed and according to established regulations; releases impounded vehicles; accepts bail, receives fees and prepares receipts; monitors police radio.
 
Sorts, files, copies and distributes crime and traffic reports, citations and other records to appropriate personnel; types correspondence, bulletins, lists and forms; prepares or assists in preparing mailings; posts and tabulates numeric data and prepares basic reports; participates in training new personnel.
Participates in booking procedures including arrestee interviews, booking, searches and showers; receives and documents booking and medical information and collects urine samples; conducts jail checks and inspects facilities for security, cleanliness and maintenance; documents inmate misconduct and medical emergencies; witnesses detective interviews and inmates and inmate visitations; performs meal preparation and service.Police Assistant II: Graduation from high school or GED, and three (3) years office/administrative experience including one (1) year of police records or directly related experience and experience dealing with the public, or an equivalent combination of education and experience.

Knowledge, Skills and Other Characteristics:
Knowledge of general office support practices, methods and procedures and office equipment operation.
Knowledge of policies, practices, procedures and terminology of police records function. Knowledge of a variety of computer software, including word processing and spreadsheet applications.
Knowledge of records processing and maintenance procedures and systems.
 
Skill operating a variety of office equipment, including personal computer and standard office computer programs.
Skill in English grammar, spelling and punctuation.
Skill following oral and written instructions and procedures.
Skill receiving the public in person and over the telephone.
Skill interpreting, applying and explaining regulations, policies and procedures.
Skill preparing a variety of reports, using appropriate format and computer software Skill maintaining records and researching files
Skill communicating effectively orally and in writing.
Skill in establishing and maintaining effective working relationships with other department staff, other City employees and the public.
Skill dealing with arrestees/inmates whose behavior is aggressive or unruly.
 
Working Conditions:
Regular physical contact with arrestees and inmates.
Regular exposure to bodily fluids, potentially infectious diseases, lice, etc.
