Education and Experience: Bachelor's Degree or higher, in Business or Public Administration, Management, Accounting, Project Management, Computer Science, Management Information Systems, or related field and four (4) years of experience in infrastructure design, implementation of program/project management business process improvement including two (2) years of supervisory or lead experience.
Licenses and Certificates: Valid Texas Class “C” Driver’s License or equivalent from another state by time of appointment.
Under general direction, plan, analyze, and manage the organization's enterprise systems and all associated sub-systems.
Plan, analyze, and manage the organization's business systems and all associated subsystems. Involves: Review systems operations to define functional requirements, map business processes, and identify areas for improvement and automation. Analyze existing systems and recommend solutions to maximize existing technology. Recommend software upgrades, direct implementation activities to include testing efforts to assure project goals and objectives are achieved. Review, develop, implement, and maintain policies, procedures, and training plans for all systems and all related interfacing systems and hardware. Prepare and review request for proposal, bid proposals, contracts, scope of work, hardware, and software standards based on organizational needs. Lead and manage scripting and queries, reports, and data validity testing for systems. Manage and prioritize all aspects of the systems and services. Schedule and lead monthly system and service update meetings using dashboards or key performance indicators.
Review, research, and recommend service process implementation. Involves: Make recommendations on technological products, equipment, systems, and services to support the business’ infrastructure needs. Conduct research and make recommendation on technological products. Coordinate with subject matter experts, to design, organize, and construct third-party interfaces. Collaborate with project team members and departments for development of new systems.
Manage operations and provide administrative support. Involves: Plan, implement and direct the functions for a section, program or defined functional area. Provide leadership and overall direction and establish work and program priorities. Monitor work progress and oversee department operations. Investigate, respond to and resolve sensitive and complex inquiries and complaints. Respond to questions from others within the department or other departments for information and interpretation.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes.
