Education and Experience: A Bachelor's degree or higher in engineering, and two (2) years engineering experience in a water, wastewater, stormwater or pretreatment utility operation or program.

General Purpose
Typical Duties
Prepare cost estimates, recommendations for bid award and budget. Involves: Evaluate construction and equipment, materials, time and personnel needs and estimate costs for operation, construction or renovation of facilities. Evaluate facility shortages, excesses, quality and cost of renovating existing facilities. Calculate and record histories of cost participation by Utility and developers regarding off-site facilities, main, boundary and oversized lines. Assist in the preparation of bid requests and bid award in the selection of consultants. Administer design agreements for compliance with scope, budget and contract terms. Submit recommendations for final payments for completed projects. Prepare and administer water distribution budget.
Supervise and direct assigned technical staff. Involves: Schedule, assign, instruct in, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules, regulations and work behavior standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, discipline, merit pay or other employee status changes.
