MOS Code: 035 (Coast Guard), 8012 (Marine Corps), 1S011 (Air Force), 2740 (Navy), 31E (Army)


Education and Experience: Bachelor’s Degree or higher in Occupational Safety, Environmental Health, Public Health, Risk Management, Industrial Hygiene, Business or Public Administration, or a related field, and two (2) years of experience implementing occupational health and safety or risk mitigation programs.

Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by the date of appointment.

General Purpose

Under general supervision, develops, implements, and monitors occupational health and safety initiatives, conducts safety inspections and staff trainings, supports regulatory compliance efforts, and promotes a safe working environment.

Typical Duties

Develop and deliver safety training. Involves: Coordinate and conduct training sessions for staff and supervisors on ergonomics, workplace safety, hazardous material handling, infection control protocols, emergency response procedures, bloodborne pathogens, driving safety and others. Prepare lesson plans and review training content for clarity, relevance, and regulatory compliance.

Conduct safety audits and inspections. Involves: Perform periodic inspections of department facilities, field units, laboratories, clinics, and mobile operations. Identify potential hazards, assess physical conditions, and ensure adherence to federal, state, and departmental safety regulations. Recommend corrective actions and document findings.

Investigate incidents and recommend solutions. Involves: Analyze workplace injuries, exposures, or safety concerns to identify patterns and root causes. Prepare thorough incident investigation reports. Coordinate with the Department’s Human Resources and Risk Management on workers’ compensation reporting and return-to-work evaluations.

Develop and implement safety policies and procedures. Involves: Draft or revise internal protocols based on emerging risks or regulatory updates. Support efforts to strengthen a culture of safety through continuous process improvement. Coordinate with City departments and outside agencies on emergency preparedness and safety compliance.

Manage records and compliance documentation. Involves: Maintain and update records related to safety inspections, training attendance, incident reports, and regulatory filings. Ensure documentation aligns with CDC, and the City of El Paso Department of Public Health requirements. Support grant compliance where safety is a performance metric.

Provide leadership and technical guidance. Involves: Serve as subject matter expert on health and safety. Provide coaching or mentorship to designated building safety representatives as assigned. Guide teams in emergency drills, policy implementation, and best practices for occupational health. Perform other duties and projects as assigned.

Salary : $55,966 - $83,949
