A Code Compliance Officer investigates, enforces, and ensures public compliance with local, state, and federal municipal codes, zoning laws, and safety regulations. Key duties include conducting field investigations of properties, educating the public, issuing violation notices, maintaining detailed records, and initiating legal action (citations/court appearances) for non-compliance.


New Hire Salary range: $25.59-$35.83 per hour

Salary range: $25.59-$29.00 per hour

This is the first level in a three level Code Compliance classification series responsible for performing inspections and enforcement action directly related to the City's zoning and property maintenance codes.

The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the City’s needs.

  • Inspects existing structures and land to identify zoning and property maintenance code violations. 
  • Handles an assigned case load.
  • Receives and responds to complaints from the public.
  • Plans an inspection route and drives to various locations around the city. 
  • Prepares and processes time sensitive documents including preparing written notices of violations, liens, pay-off letters and lien releases.
  • Enters data into databases and maintains records. 
  • Performs research on property, owner and tenant information. 
  • Testifies in court.
  • Provides education and information to the public regarding municipal property maintenance and zoning requirements. 
  • Performs related work as assigned.

  • Municipal property maintenance and zoning codes/ordinances.
  • Routine legal procedures related to code and ordinance violations.
  • Basic court room procedures.
  • Case management methods.
  • Legal description and property boundaries.
  • Report writing and case documentation methods.

  • Report writing, documentation and records management practices.
  • Mathematical computations involving the practical application of fractions, percentages, and measurements.

  • Interpreting and applying property maintenance and zoning laws.
  • Clearly documenting observations, events and circumstances.
  • Preparing clear and concise official reports and citations.
  • Interpreting legal descriptions and property boundaries.
  • Presenting and defending applicable law in civil court cases.
  • Following written and oral instructions.
  • Maintaining documentation and records.
  • Performing mathematical calculations involving the practical application of fractions, percentages, and measurements.
  • Providing effective customer service in potentially difficult situations and communicating legal requirements.
  • Conflict resolution.

Education and Experience:

High school diploma or GED and 2 years of code or criminal enforcement work including sensitive public contact; or an equivalent combination of directly related education and experience.

Certifications/Licenses:

  • State of Arizona Class D Driver’s License.
  • Must obtain a Zoning Enforcement Officer or Code Enforcement League of Arizona (CELA) certification within one year of hire.
