The Position

The City of El Cajon is currently searching for a detail-oriented individual to join the Heartland Fire and Rescue team. The ideal candidate will be a team player who is organized, resourceful, possesses excellent communication skills, and the ability to undertake a range of clerical and administrative tasks.

HEARTLAND FIRE AND RESCUE (HFR) was formed via a Joint Powers Agreement (JPA) to oversee fire and rescue services for the Cities of El Cajon, La Mesa, and Lemon Grove. HFR is an ISO Class 1 fire department that serves a regional population of nearly 200,000 and receives approximately 34,000 annual calls for service across its eight stations. The Recruitment Process

Applications and Supplemental Questionnaires will be screened. The most highly qualified candidates will be invited to participate in a Qualifications Appraisal Interview, tentatively scheduled for October 21, 2025. Successful candidates will be placed on an eligibility list for employment consideration for at least six months.

The following duties are typical for this classification.

  • Provides the public with information requiring knowledge of City department, City Council and/or administrative policies and procedures;
  • Prepares agendas and takes minutes of meetings;
  • Composes and types correspondence and other general materials on general, technical subjects and/or confidential files;
  • Logs, routes and tracks scheduled performance evaluations of departmental staff;
  • Creates, revises and maintains filing systems;
  • Prepares layout of departmental material to be printed;
  • Conducts inquiries into administrative concerns or problems and may make recommendations for action;
  • Schedules meetings and appointments for administrative staff;
  • Greets office visitors and screens for referral to appropriate personnel;
  • Maintains control of departmental office and safety supplies;
  • Prepares and maintains departmental forms and records retention files;
  • Prepares and processes payroll records;
  • Maintains logs and monitors budget expenditures;
  • Takes and transcribes dictation or tapes;
  • May provide clerical assistance in support of budget and financial reports;
  • May be required to log and collect fees for department services;
  • May lead the work of other clerical staff.

Education: Equivalent to completion of high school, supplemented by course work or special training in secretarial science or business including training in word processing or personal computers.

Experience: At least three years of full-time experience performing the full range of responsible secretarial and/or clerical work, including word processing, screening of visitors, maintenance of filing systems and handling of minor administrative tasks; experience transcribing dictation may be desirable for some positions.

Special Requirements: Ability to type at a corrected speed of 45 w.p.m., with a maximum of 5 errors. A typing certificate issued within the past 12 months must be submitted with your application. This certificate must include all of the following:

  • Name of applicant;
  • Date the typing test was administered (issued within the last 12 months);
  • Duration of the typing test (5 minutes minimum);
  • Gross (uncorrected) words per minute (w.p.m.);
  • Number of errors made (more than 5 errors will not be accepted);
  • Net (corrected) words typed per minute;
  • Name of the organization / agency and signature of the person administering the test.
  • INTERNET CERTIFICATES WILL NOT BE ACCEPTED.
  • APPLICATIONS SUBMITTED WITHOUT A TYPING CERTIFICATE WILL NOT BE CONSIDERED.*
