What are the responsibilities and job description for the Rental & Code Enforcement Officer position at City of Eastpointe?
Under the supervision of the Building Official performs a variety of tasks involved in property maintenance code enforcement in accordance with the City’s Building and Housing Code, Registration, Licensing and Inspections Ordinance (Title 10, Section 1494), the International Property Maintenance Code and other guidelines and state laws. Responsible for the enforcement and compliance of City codes and ordinances – achieving abatement of violations through a defined procedure. Responds to citizen complaints and takes appropriate action for problem resolution.
- As code enforcement officer, investigates complaints of code enforcement issues and follows through with warnings and correction notices. Performs follow-up inspections.
- Issues court citations and follows-up with court appearances. Maintains all documentation pertaining to code enforcement and rental property cases.
- Enforces the City’s sign ordinance relating to banners, portable and temporary signs and other areas as directed by the Building Official.
- Performs pro-active code enforcement and identifies violations and unsafe conditions. Recognizes rodent harborage and their characteristics with respect to feeding habits and diseases carried and prescribes safe methods of extermination.
- Verifies property location and ownership through an appropriate search of public records and databases.
- Maintains records of all contacts and actions taken on each inspection. Maintains a tracking system for deadlines for code enforcement activity.
- Performs related office work essential to the completion of the inspection process. Processes and files a variety of forms, applications, documents and records in accordance with department procedures.
- Responds to information requests by phone and in person. Researches and responds to questions regarding, signage, fences, property maintenance, rental property requirements and other areas of responsibility
- Prepares periodic reports from various databases.
- Performs other duties as required.
Requirements include the following:
High school diploma and one year of experience in rental inspections, construction management, code enforcement, property maintenance, building maintenance and repair or related field, or an equivalent combination of education and experience.
Valid Vehicle Operator’s License.
Ability to address all work situations in a professional, tactful and courteous manner and resolve and reduce conflicts in confrontational situations.
Able to speak and write in a clear and businesslike manner.
Able to learn and apply applicable ordinances.
Generally familiar with City geography and neighborhoods, and able to learn locations of all streets.
Ability to establish and maintain effective working relationships and use good judgment, initiative and resourcefulness when dealing with the public in a variety of cooperative and contentious situations.
Ability to handle the stress of dealing with irate property owners or occupants.
Ability to use basic office equipment such as telephone, calculator, photocopier, fax and computer with applicable software applications, photographic, audio and video equipment and specialized code enforcement database software.

In addition to the above requirements, all City positions require the ability to read, write, speak and understand the English language as necessary for the position, including the ability to follow written and oral instructions.
While performing the duties of this job the employee regularly works both indoors and outdoors, and must be able to tolerate working in changing weather conditions. The job requires travel by car to work sites. The noise level in the work environment varies from quiet to loud.
