About the Position

Summary/Purpose
To safeguard lives and property by fighting and preventing fires and performing rescues under crisis and threatening situations.

Essential Duties & Responsibilities (other duties may be assigned)

1. Fight, control, and extinguish fires using all available technology and equipment in accordance with accepted practices.
2. Prevent fires and other disasters through education, inspection, and any other available and practical means.
3. Rescue life, prevent injury, and salvage property under crisis and threatening situations.
4. Limit or prevent the escape of hazardous materials into the environment.
5. Operate, repair, and maintain equipment, systems, buildings, grounds, and other items and equipment used by the Fire Department.
6. Other duties as assigned.

Minimum Qualifications

Education & Experience Requirements
A. Completion of an accepted program of training in firefighting equivalent to IFSTA Firefighter II, or an equivalent combination of education and experience at time of application.
B. Current Firefighter II certification from the Minnesota Fire Service Certification Board or equivalent certification accredited through IFSAC or NFPA Pro Board required at the time of interview scheduling.

License Requirements
A. Current certification at the level of Emergency Medical Technician or higher with the National Registry of Emergency Medical Technicians required at the completion of probation.
B. Ability to obtain and maintain a current MN State firefighter license per MN Statute 299N at the completion of probation.

Preferred Requirements
A. A valid vehicle operator's license equivalent to a Minnesota Class "D" Driver's License.

CPAT Requirements
A. Must provide proof of passing the IAFF/IAFC CPAT test within previous 12 months of application period closing date.

Selection Process Information

Candidate Assessment:

  • The Candidate Assessment is worth 100% of the total score in the initial exam process.
  • Human Resources reserves the right to establish a cut off score to determine which candidates will advance to the next stage.
Education Points:
  • At the end of the selection process, up to 5 additional points may be awarded based on education qualifications:
    • 2 points: Associate's Degree
    • 3 points: Associate's Degree with a major in Fire Science
    • 4 points: Bachelor's Degree
    • 5 points: Bachelor's Degree with a major in Fire Science

Important: To receive Education Points, you must attach your transcripts at the time of application. Transcripts submitted after the application deadline will not be considered.

Work Eligibility
In accordance with the Immigration Reform and Control Act of 1986, the City of Duluth requires verification of identity and work eligibility at the point of hire.

Right to Appeal (does not apply to Charter Appointment, provisional, temporary, or part-time non-union selections)
Any applicant who has been found qualified to participate in a selection process for a position in the classified service who has reason to contest the validity or fairness of any step in the selection process may appeal to the Civil Service Board within 10 calendar days of the examination. (If the examination is an Education/Experience Review, the applicant must appeal within 10 calendar days of the closing date for accepting applications.) The notice of appeal shall be in writing, shall contain a complete statement of the matter in controversy and the relief requested, and shall be signed and dated by the appellant. The notice shall be addressed to the Civil Service Board and be delivered to the Human Resources Office. If an applicant wishes to file an appeal electronically, the notice should be sent by email to hrinformation@duluthmn.gov.

(Eligible only if the veteran is unable to qualify for the specific position being applied for as a result of the service-connected disability.)

Spouse of Deceased Veteran
1.) Copy of Marriage Certificate;
2.) Death Certificate or other proof of death;

Preference points will be added to Veteran, Spouse of Disabled or Deceased Veteran, or Disabled Veteran's score only if the applicant successfully completes all phases of the exam process and Human Resources has received all supporting documentation.

Preference points will be awarded to Disabled Veteran's score one time, on first promotional or internal only selection process after securing City employment, and only if the applicant successfully completes all phases of the exam process and Human Resources has received all supporting documentation.
