Description
This position assists in the operation and maintenance of water pumping stations, storage facilities, and water treatment facilities.
Major Duties
- Inspects all water pumping and treatment systems for proper operations; monitors and maintains required water pressure, storage levels, and treatment programs as required by ADEM.
- Collects bacteriological water samples and special monitoring samples as required.
- Records readings of charts, gauges, flow meters, level indicators, and water well drawdown data; prepares related reports.
- Maintains and repairs mechanical and electrical equipment pertaining to water pumping stations and storage tanks.
- Makes chemical rate adjustments based on system pressure and water system demands.
- Delivers and maintains adequate supply of chemicals at pumping stations used for disinfection and corrosion control.
- Investigates water quality complaints and flushes as needed to clear water of discoloration and by-products in the water system.
- Operates a variety of equipment including a backhoe, forklift, etc.
- Ensures compliance with all relevant state and federal regulations and with industry standards.
- Performs related duties.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
- Knowledge of water treatment and storage principles, operations, and equipment.
- Knowledge of computers and job-related software programs.
- Knowledge of the mechanical and electrical repair of pumps, motors, valve controls, electrical control circuits, and other water systems.
- Knowledge of plumbing principals related to water treatment facilities and storage tanks.
- Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
- Skill in the interpretation of plans, maps, and specifications.
- Skill in the operation and maintenance of mechanical and electronic equipment.
- Skill in planning, organization, and decision making.
- Skill in oral and written communication.
SUPERVISORY CONTROLS
The Water Production Chief Operator assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.
GUIDELINES
Guidelines include ADEM and EPA regulations, the Risk Management Plan, MSDS guidelines, AWWA standards, ADEM regulations governing the hauling of hazardous materials, and city policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of related water system operations and maintenance duties. Working at elevations and in confined spaces contributes to the complexity of the position.
- The purpose of this position is to assist in the operations and maintenance of water wells, treatment facilities, and pumping stations. Successful performance results in the provision of potable water to the public.

- Contacts are typically with co-workers, other city personnel, vendors, and the public.
- Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while standing or walking. The employee frequently lifts light and occasionally heavy objects, climbs ladders, including ladders on elevated water storage tanks, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed at water system facilities and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
Minimum Qualifications
- Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or Council on Higher Education Accreditation (CHEA); and
- Possession of a current and valid ADEM Water Grade II Operator certification or the ability to obtain through reciprocity from another state within sixty (60) days of employment/promotion/ demotion/transfer; and
- Eighteen (18) months recent working experience in a Grade II or higher water treatment plant.
OR
- Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or Council on Higher Education Accreditation (CHEA); and
- Possession of a current and valid ADEM Water Grade II Operator certification or the ability to obtain through reciprocity from another state within sixty (60) days of employment/promotion/ demotion/transfer; and
- Twenty-four (24) months recent combined experience in a Grade I water distribution system or a Grade II, III, or IV water treatment plant.
NOTE: Credit for a maximum of nine (9) months (45 hours) of working experience may be allowed for the completion/attendance of ADEM approved training programs, classes, or seminars as verified in writing by the operator’s direct supervisor and approved by the DU Director.
CONDITION OF EMPLOYMENT/PROMOTION/DEMOTION/TRANSFER

NECESSARY SPECIAL REQUIREMENTS
- Possession of a current/valid ADEM Water Operator Grade II certification as required by the regulating State agency and the City of Dothan, or the ability to obtain through reciprocity from another state within 60 days of employment/promotion/demotion/transfer. An employee in this position must maintain such certification as a condition of continued employment, to include completing any required annual training. (See condition for details.)
- Valid operator’s driver license and an acceptable driving record. (PBA 9/10/01)
- Employees are required to obtain a Class B, with HAZMAT Endorsement Commercial Driver License (CDL) within 120 days of date of employment/promotion/demotion/transfer to this position. (See condition for details.)
- In an emergency and/or standby situation, an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (Sec. 2-30. (2) / PBA 1/9/95) This requirement must be met within six (6) months of employment/promotion/demotion/transfer. (See condition for details.)
