Description
This position is responsible for supervising and coordinating personnel within the Facilities division of the department in the performance of the construction, repair, and maintenance of City facilities.
Major Duties
- Assists in the planning, organization, and implementation of assigned projects within the facilities systems division.
- Leads, trains, and supervises Facilities Maintenance Technicians in the performance of all work and maintenance of City facilities, to include renovation, remodeling, new construction, woodworking, etc.
- Provides cost estimates on jobs to include purchasing materials according to City policy and procedures, as needed, to complete work projects.
- Assists with installation of new water and waste systems and appurtenances in remodeled, expanded, or new facilities.
- Assists with installations, alterations, and repairs of electrical components such as wires, lighting, power appliances, machinery, overhead circuits, underground conduits, and pole lines to include working on specialized equipment.
- Participates and assists in the installation or repair of major or medium HVAC systems, Direct Digital Controls, and equipment.
- Assists in new construction to include the installation of extensive electrical, plumbing, and/or HVAC work.
- Assists in assigning work orders to Facilities Maintenance Technicians and Facilities Workers. Oversees and ensures that work orders are processed and completed in the computer system, accounting for labor and materials in a timely manner.
- Knowledge of construction, installation, maintenance, and repair of plumbing systems.
- Knowledge of construction, installation, maintenance, and repair of commercial/industrial electrical systems.
- Knowledge of state and local electrical, plumbing, and building codes to include ADA requirements.
- Knowledge of HVAC systems, Direct Digital controls, and equipment.
- Knowledge of occupational hazards and safety procedures.
- Knowledge of computers and job-related software.
- Skill in the use of tools, both hand and power.
- Skill in planning and organizing projects.
- Skill in the safe operation of motor vehicles.

The Facilities Maintenance Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with City procedures and the precision of the results with the initial request.
GUIDELINES
Guidelines include building codes, ADA requirements, contract specifications, and both City and department policies and procedures. These guidelines are generally clear and explicit but may require interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of related technical and maintenance duties. The variety of tasks to be performed contributes to the difficulty of the work.
- The purpose of this position is to support the construction, maintenance, and repair of City facilities. Successful performance in this position contributes to the efficient and effective sustainment of those facilities.
- Contacts are typically with coworkers, vendors, contractors, and the public.
- Contacts are typically to give or exchange information, resolve problems, and provide service.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while standing, walking, bending, crouching, or stooping. The employee frequently lifts both light and heavy objects up to fifty (50) pounds, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color and utilizes a sense of smell.
- The work is typically performed in various City facilities to include an office, stockroom, warehouse, outdoors or new construction facilities and can be performed in hot, cold, or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position supervises Facilities Technician (MEP) I, Facilities Technician (MEP) II, Facilities Worker, and other employees as assigned.
Minimum Qualifications
- Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or council on Higher Education Accreditation (CHEA); and
Possession of a current and valid certification in Electrical Technology, HVAC, Plumbing and/or an Associate’s degree in Electrical Technology, HVAC, Plumbing, or a very closely related field from an accredited* college or university, Journeyman’s license (issued by the Alabama Board of Electrical Contractors), Provisional License of Electrical Contracting (issued by the Alabama Board of Electrical Contractors, and/or Electrical Contractors License (issued by the Alabama Board of Electrical Contractors); and
- Five (5) years recent experience in electrical, plumbing, and/or HVAC work, two (2) years of which must be in a commercial/industrial setting; and
- Two (2) years recent experience reading construction documents.
OR
- Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or council on Higher Education Accreditation (CHEA); and
- Five (5) years current and continuous experience in the Facilities Technician (MEP) progression with the City of Dothan; and
- Currently employed as a Facilities Technician (MEP) II with the City of Dothan.
Three (3) years supervisory experience in the construction field preferred.
One (1) year recent experience with any of the standard Microsoft office products (Word, Excel, PowerPoint, etc.) preferred.
One (1) year experience with Central Square preferred.
Graduation from an accredited* college or university with an Associate’s degree or higher in Construction, Management, Building Science, or closely related field preferred.
Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).
NECESSARY SPECIAL REQUIREMENTS
- Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)
- Employees may be required to be on-call (evenings, weekends, holidays, etc.) according to division protocol and procedures; or respond to emergency situations as necessary.
- An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.
