Parks Foreman

Responsibilities

The Parks Foreman is responsible for the supervision, safety and maintenance of all Parks. This position supervises the Park Maintenance Technicians, Park Service Aides, engaged in maintenance and repairs park facilities, ball fields, playground facilities, equipment and the buildings. This position is also responsible for the enforcement of all safety regulations. The Parks Foreman works under the general supervision of the Parks Maintenance Supervisor.This position is classified as a non-exempt, full-time position with a 40 hour work-week.Essential Functions:

• Responsible for the supervision of staff members engaged in the maintenance and repairs at various parks, athletic fields, recreation facilities, and playgrounds.
• Performs a variety of general maintenance duties to include but not limiting to cutting plumping pipes, assembling risers, digging trenches, replacing ceiling tiles, repairing door locks, repairing and replacing door closers, handles and doors. Also responsible for painting, repairing plumbing fixtures and general building repairs.
• Assists in the development of Standard Operating Procedures (SOP) as it relates to the maintenance and repair of municipal parks, ball fields, playground facilities, equipment, and buildings.
• Schedules, coordinates, and performs preventative and routine maintenance at various parks, athletic fields, recreation facilities, and playground.
• Conducts performance evaluations for personnel under his or her supervision, as well as, makes recommendations for disciplinary action when necessary.
• Detects problems and reports it back to supervisor.
• Solicits quotes for equipment, materials, and items necessary for the maintenance of facilities and special park projects.
• Solicits quotes from contractors for the maintenance and repair of municipal parks, ball fields, playground facilities, equipment, and buildings.
• Maintains an inventory of all park maintenance equipment. Provides recommendation for replacement of equipment as needed. Schedules maintenance and repair of equipment as needed.
• Schedules, performs, and tracks cleaning and repair of equipment and tools as necessary.
• Operates tools and equipment such as hand tools, power tools, generators and pressure cleaners.
• Schedules, performs, and tracks facility and playground inspections to ensure repairs are performed as needed.
• Schedules, performs, and tracks vehicle fleet inspections, repairs, and routine maintenance.
• Responsible for reviewing and assigning work orders to appropriate staff. Ensures the timely completion of work orders and that the system is updated to reflect work orders which have been completed.
• Assists with the coordination and setup of special events and any programming or sports.
• Provides recommendation on the scheduling of staff to be present during special events, programming, or sports to address any electrical, mechanical, or plumbing issues.
• Maintains safe working conditions for staff by following and enforcing City safety standards.
• Attends educational trainings and safety courses as needed. Provides recommendations on trainings and certifications for staff.
• Performs related work as required and assigned by the Parks and Recreation Director, Assistant Parks and Recreation Director, or by the Parks Maintenance Supervisor.
• Completes special projects as directed.
• Performs any other duties as assigned by the Park Maintenance Supervisor.

MINIMUM EDUCATION AND TRAINING

• A High School diploma or a GED equivalent; required.
• Three (3) years of progressively responsible experience in the maintenance and repair of parks, athletic fields and recreation facilities; preferred.
• A minimum of two (2) years of supervisory experience overseeing the maintenance and repair of parks, athletic fields, and recreation facilities.
• Additional specialized training and certifications such as turf maintenance (Bermuda and artificial), irrigation, and lawn and ornamental is preferred.
• Must hold a valid motor vehicle operator's license with an acceptable driving record.

• Knowledge of a wide range of recreational and athletic equipment and related facilities.
• Knowledge of the materials, equipment, methods and practices essential to the maintenance and construction of parks and related facilities.
• Knowledge of the occupational hazards and safety precautions of the work being performed.
• Ability to accept, receive, and/or collect payments.
• Ability to get along with others and work effectively with the public and fellow workers.
• Ability to safely operate motorized equipment and tools.
• Ability to prepare and/or process purchase orders.
• Ability to be held accountable for inventory/property management.
• Ability to use small office equipment, including copy machines or multi-line telephone systems.
• Ability to use computers for data entry.
• Ability to use computers for word processing and/or accounting purposes.
• Ability to use or repair small/light equipment, such as power tools.
• Ability to use or repair medium equipment and machinery, such as vehicles or commercial mowers.
• Ability to supervise employees using or repairing heavy or complex machinery.
• Ability to establish policies for using, acquiring, and/or maintaining heavy or complex machinery.
  
  

Physical Requirements

• Ability to crouch, handle, kneel, lift objects, make rational decisions, express ideas through speaking; stand for sustained periods of time; and use visual acuity to perform activities such as viewing a computer terminal and operating motor vehicles and/or heavy equipment.
• Physical strength and agility to perform assigned tasks, which include, but are not limited to, bending, twisting, walking, climbing, reaching, lifting and carrying.
• Ability to exert up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
