Under general supervision; performs technical level work coordinating floodplain management and land development activities as it relates to all functions of CRS and NFIP programs for the City This position is responsible for managing the CRS as well as performing site inspections on active building permits and field verifications of Floodplain Elevation Certificates (FEC).
 This position is classified as a non-exempt, full-time position with a 40 hour work-week.Essential Functions:
  • Performs administrative and professional work as the Floodplain Manager and Community Rating System (CRS) Coordinator in the daily implementation of activities related to the National Flood Insurance Program (NFIP).
  • Assists and performs site visits and inspections to advise as to conditions of structure compliance for floodplain management purposes.
  • Coordinates the activities required for the Federal Emergency Management Agency (FEMA) Community Rating System and prepares and submits the necessary forms.
  • Maintains elevation certificate records in compliance with the NFIP and CRS requirements.
  • Maintains flood zone maps and associated FEMA revisions, and maintains a database of all requests to FEMA for map revisions.
  • Provides limited technical assistance to engineers, developers, and the public regarding flood zones, floodplain management requirements, and drainage studies.
  • Coordinates City floodplain activities with the State NFIP Coordinator and ensures the City complies with the FEMA requirements for the NFIP.
  • Responds to questions and complaints from the public regarding flooding and drainage.
  • Performs any other duties as assigned by the Building Director.
Additional Duties:
  • Performs other related job duties as assigned.
MINIMUM EDUCATION AND TRAINING
  • Must possess at least a High School Diploma, or GED Equivalent.
  • Certified Floodplain Manager (CFM) certificate is required.
  • Three (3) years  experience in the performance of general work in the construction, floodplain management, or engineering field.
  • Must possess a valid drivers license with an acceptable driving record.
MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
Knowledge, Skills and Abilities:
  • Prior experience in the construction or engineering field is preferred.
  • Ability to read, comprehend, and interpret laws, codes, ordinances, construction plans and procedures to ensure compliance; read, comprehend, and interpret maps, legal descriptions, and technical floodplain terminology; prepare and interpret maps; calculate and convert map scales; gather data and make accurate computations.
  • Have considerable knowledge of Substantial Damage and Substantial Improvements sections of the Florida Building Code related to building construction methods, techniques, processes, and procedures.
  • Considerable knowledge of building construction plans and blueprints.
  • Knowledge of Miami-Dade County Flood Criteria Maps, flood insurance rating maps and current flood insurance studies.
  • Ability to perform technical field inspections of building construction to determine compliance with Substantial Damage and Substantial Improvements sections of the applicable codes.
  • Ability to get along with others and work effectively and courteously with the public and fellow workers.
  • Ability to operate a computer, printer, calculator, typewriter, fax machine, copies, telephone, etc.
  • Must be fluent in the English language.  Ability to communicate in Spanish is a plus.
  • Thorough knowledge of office practices and procedures and customer service principles, practices and procedures.
  • Ability to analyze facts and exercise sound judgment in decision-making.
  • Ability to express ideas effectively both orally and in writing.
  • Considerable knowledge of modern office practices and procedures.
  • Must be computer literate with knowledge of Microsoft Word, or a similar word processing program.
  • Ability to type at least 30 words per minute.
  • Ability to meet and deal with the public in an effective and courteous manner.
  • Ability to perform several tasks at one time.
  • Must be a non-smoker.
  • The minimum requirements may be waived by the City Manager.
Physical Requirements:
  • Ability to balance, climb, crouch, finger, handle, kneel, lift; make rational decisions; make repetitive motions with the hands; express ideas by speaking accurately or concisely; use visual acuity to perform activities such as viewing a computer terminal, making general observations of facilities, operation heavy equipment, or performing visual inspections; and walk from one work site to another.
  • Ability to exert up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Work Environment:
This position involves both an office work environment and field inspections.

Salary : $71,716 - $111,159
