SUMMARY: This is a highly technical, responsible position which involves assisting the public and providing office support duties related to processing permit applications and issuance of building permits.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are not to be construed as an exclusive or all-inclusive listing of skills and abilities required to perform the job. Management may delegate other responsibilities as required.

  • Demonstrates commitment to Team Destin and our mission, vision, values, and goals and represents the city in a professional, dignified manner at all times both in actions and appearance.
  • Contributes to the development and accomplishment of the Department.
  • Demonstrates competent knowledge of all applicable policies, codes, ordinances, regulations and statutes.
  • Demonstrates competent knowledge of all divisional Key Functions and their associated processes.
    • Reviews permit application documents and other pertinent information to verify accuracy, completeness of information and compliance with established Florida law, building codes, ordinances, policies and procedures.
    • Determines type of permit, plans and process requirements for prospective permit applications.
    • Performs both routine and non-routine administrative duties, as dictated by the nature of the task, e.g., data entry, records maintenance, basic calculations, report generation.
    • Routes and monitors status of permit applications and plans as part of the permitting process.
    • Reviews, processes and issues approved building, electrical, plumbing, mechanical and other permits required.
    • Calculates the permit fees based on the established fee schedule.
    • Prepares, maintains, and properly stores official records submitted by applicants.
    • Schedules and coordinates inspections between contractors on job sites and city inspectors.
    • Reviews all documents for completeness in order to prepare Certificate of Occupancy or Certificate of Completion.
    • Responds to public inquiries concerning status of permits, city licensure, and other related permitting questions.
    • Redirects calls concerning properties outside Destin city limits to the proper authority.
    • Processes contractor’s registration documents to verify that it is consistent with the City and state regulations in order to obtain permits.
    • Performs other related duties as assigned.
SUPERVISORY RESPONSIBILITIES: Supervision of other city employees is not required of this position.

Qualifications

Education and Experience: High School Diploma and two (2) years of administrative work experience involving responsible, technical and administrative work within construction-related fields; or, any equivalent combination of experience and training, which provides the required knowledge, skills, and abilities to perform the duties of this position.

Licenses Or Certifications

  • Public Notary certifications are desired.
  • Valid Florida driver’s license required.

Knowledge, Skills And Abilities

  • Knowledge of departmental policies, procedures, and practices.
  • Knowledge of Florida Statutes, building codes, construction processes and terminology.
  • Ability to review and understand construction plans.
  • Skill in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.
  • Skill in using computers for word processing and/or accounting purposes.
  • Ability to compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people or things.
  • Ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.
  • Ability to interact with people (staff, supervisors, public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.
  • Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.
  • Ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.
  • Ability to learn and understand subject matter principles and techniques.
  • Ability to make independent judgments in absence of supervision within the scope of respective job duties and tasks.
  • Ability to acquire and expound on knowledge of topics related to primary occupation.
  • Ability to differentiate colors and shades of color.
  • Ability to communicate and organize effectively.

PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be physically able to operate a variety of essential job-related machines and office equipment. Must be able to move or carry essential job-related objects or materials.
