Summary

Responsible for supporting the implementation and administration of the benefit, leave, and compensation programs while ensuring compliance with Federal, State, and Local laws and regulations.

DUTIES
- Serve as division primary point of contact for internal and external stakeholders’ inquiries, issues, and concerns; escalate unresolved issues, as appropriate.
- Administer day-to-day operations including, but not limited to, benefits, leaves, accommodations, invoices, and compensation and classification changes.
- Evaluate processes and procedures; provide recommendations and revise policies and procedures to ensure efficiency and compliance, as necessary.
- Perform Human Resources Information Systems (HRIS) system upgrades and configuration change testing and validation.
- Evaluate applicable systems; provide recommendations and implement changes that improve effectiveness and efficiency.
- Collaborate with internal stakeholders on drafting and revising policies, processes, process maps and guides for employees and managers.
- Perform routine audits of applicable HRIS information including, but not limited to, compensation, benefit, leave, invoice, and payroll data; make appropriate corrections and/or escalate audit concerns, as appropriate.
- Conduct training and/or presentations on Division-related topics including, but not limited to, New Employee Orientation.
- Stay up to date on Federal, State, and Local laws and regulations, trends, emerging innovations, and industry best practices; provide recommendations to improve processes and maintain compliance.
- Provide technical expertise and assistance internal and external stakeholders on system-related questions and problems.
- Establish and maintain relationships with third-party vendors and their representatives; act as a liaison in resolving administrative issues.
- Participate in compensation planning including, but not limited to, conducting salary surveys and preparation/production of the City’s pay plans.
- Research and analyze data to track and identify trends; provide recommendations to improve and enhance the City of Denton Total Rewards programs.
- Enter and maintain open requisition (OR)/purchase orders (POs), process vendor bills, and monitor budget and report deficiencies in appropriations.

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Bachelor’s Degree from an accredited college or university in Human Resources, Business Administration, Public Administration, or related field; and,
- Three (3) years of professional experience in Human Resources,
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

- Knowledge of applicable Federal and State regulations, guidelines, employment discrimination legislation, and privacy compliance related to Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and workers’ compensation.

- Knowledge of project management principles.

- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law).
- Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification.
