The City of Deltona is seeking a hands-on Utility Systems Foreman to lead field operations in the maintenance, repair, and construction of water, wastewater, and reuse systems.
This is not a desk job. This role is for someone who knows the work, leads from the front, and holds the line on safety, quality, and accountability.
You will supervise crews, respond to critical issues, and ensure our infrastructure supports the health and safety of the community.
This position is subject to on-call requirements.

DEFINITION
Under very limited supervision, performs a variety of tasks involved in the technical maintenance, repair or construction of City water and wastewater facilities. Employees in this classification perform technical level of supervision and manual work. Directs work of other Utility Tech Employees. Conducts training of new employees. Position is subject to being "on call".
ESSENTIAL FUNCTIONS (Not all-inclusive)
- Supervises and performs construction, repair and maintenance of water or wastewater and reuse pipelines including valves, fittings and taps.
- Performs basic maintenance, lubrication and repair of equipment, facilities and tools. Responsible for operating various vehicles and equipment such as backhoes, dump trucks, vacon, front end loader etc.
- Performs the maintenance, repair and construction of plant equipment and facilities.
- Operates various hand and power tools and equipment to service or maintain city facilities, and grounds.
- Performs smoke testing, cleaning and repair of sewer mains and manholes.
- Keeps inventory of parts and orders as necessary.
- Reads meters. Assists in resolving customer problems and complaints and in the collection of past due accounts. May install and change out meters and turn on and off service to customers.
- Performs lawn and grounds maintenance tasks. Cleans and maintains buildings and related equipment such as changing air filters and caring for ornamental plants, trees and landscaping.
- Installs and maintains fire hydrants in City service areas as required.
- Supervises staff including hiring, conducting performance appraisals, administering discipline, providing training, planning, and directing work assignments, administering city policies affecting staff and keeping up to date on information for effective job performance.
- Reads and interprets Deltona Water's standardsspecs and regulations manual.
- Performs other duties or special projects as requested related to the area of responsibility.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- High school diploma or GED required; supplemented by minimum of seven (7) years Utility experience.
SPECIAL CERTIFICATIONS AND LICENSES
- Valid Florida Commercial Driver's License, Class A, with air brakes and tanker endorsement and valid DOT medical card.
- Must possess and maintain the following: Florida Department of Environmental Protection (FDEP) Distribution Level II license, Wastewater Collection B certification, and Backflow Tester and Repair certification. Must be Method of Transportation (MOT) certified. Must be able to obtain, within one (1) year a Florida Department of Environmental Protection (FDEP) Distribution Level I license.
