The Skilled Maintenance- Electrical position performs technical work related to the operation and maintenance of the City’s electrical systems and/or traffic signal equipment, depending on assignment. The Skilled Maintenance – Electrical position assumes an increased level of responsibility, complexity of duties assigned, independence of action taken and guidance of other staff. This position will respond to call outs for emergency situations, assist with minor facility maintenance and repair, and assist the Utility Division as needed.  


POSITION CONTEXT:

The Skilled Maintenance- Electrical position is assigned to the Assistant Director of Public Works of the Public Works Department. This is a full-time position represented under AFSCME and will work 40 hours per week with periodic overtime. This position will include evenings, weekends, holidays, and emergency call outs as necessary.

Initial review of applications will begin on December 15, 2025. The position will remain open until filled.


This position will be assigned to facilities electrical work.


If assigned to facilities electrical work: 
  • Installs, troubleshoots, and repairs electrical and lighting systems, and equipment in all City facilities.
  • Inspects, repairs, and maintains electrical and lighting systems, including conduit and duct systems, light and power circuits, motor appliances, generators, breaker panels, fans, heaters, and fixtures. 
  • Installs and performs preventative maintenance on transformers, circuit breakers, switches and lighting fixtures. 
  • Installs interior and exterior wiring for equipment and appliances; wire new and altered buildings; troubleshoot and locate defects in electrical systems; replace fuses, cords, and sockets
  • Install wiring drops for computer installations to extend to new terminals or peripheral equipment.
  • Interpret electrical plans and specifications, check for conformity with codes, regulations, and safety orders.

If assigned to traffic signals: 
  • Installs, repairs, and maintains traffic signal conduit, traffic signal safety lighting, and street lighting; removes wires and cables in accordance with all safety regulations, manufacturer recommendations, and City specifications. 
  • Verifies, checks, and evaluates timings in controller to ensure good traffic flow; maintains and updates any vehicle detections.
  • Responds to emergencies or reported malfunctions such as pole knockdowns or traffic signal timing problems.
  • Completes JULIE locates as needed.

All assignments include:
  • Assists and serves as a back-up to the counterpart role to ensure continuity of municipal operations. 
  • Makes field decisions needed to remedy problems and emergencies.
  • Coordinates construction, maintenance, material selection and repair activities with maintenance, contractors, vendors, and other staff.
  • Participates in establishing schedules and methods for project completion. Identifies resource needs and reviews needs with appropriate supervisor and/or management staff to allocate resources accordingly.
  • Estimates material and equipment needs. Develops and maintains records for required reporting. Reports operational problems to the supervisor in a timely manner.
  • Maintains inventory, orders parts, and supplies as needed to complete repairs on a timely basis. 
  • Assists the supervisor with capital equipment planning and forecasting.
  • Responds to call outs for scheduled rotations and emergency calls for emergency repairs and weather-related incidents. 
  • Operates large trucks up to 55,000 gross vehicle weight (GVW) and small trucks for snow plowing/salting, leaf pickup, hauling of materials, etc.

OTHER JOB FUNCTIONS:
  • Oversees the work of other public works maintenance staff assisting with traffic signals or electrical work. Ensures all safety guidelines are adhered to. 
  • Performs Crew Leader and/or Street Maintenance duties as needed. 
  • Assists the Utility Division with various tasks.
  • Completes special projects and other tasks as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
  • Advanced knowledge of electrical/electronics industry standards as well as overhead and underground technology.
  • Ability and willingness to obtain IMSA work zone safety and Traffic signal I certifications.
  • Ability to learn basic troubleshooting procedures on traffic signal control systems, making on-site repairs, and related maintenance requirements. 
  • Ability to interpret and use blueprints, schematics, maps, and electrical/electronic test equipment.
  • Ability to develop specifications for supplies, materials and equipment needed to perform necessary work.
  • Ability to understand and follow safety programs and regulations.
  • Must have effective verbal and written communication skills and the ability to understand and follow complex verbal and written instructions.
  • Ability to prepare and maintain detailed records, reports, and work orders.
  • Ability to plan, layout, schedule, assign and inspect the work of other employees.
  • Ability to work independently and handle field assignments with minimal supervision and the ability to work with others in a team environment while exercising good judgment and initiative.
  • Ability to work effectively with supervisors, staff members, property owners, residents, contractors, vendors, and the general public.
  • Knowledge of standard safety procedures and precautions and the ability to recognize hazards and report to immediate supervisor. 
  • Ability to add, subtract, multiply, divide, and compute rates, ratios, and percentages.  
  • Ability and willingness to learn and expand knowledge base and take on new tasks.
  • Ability to operate job related instruments, tools, and equipment. 
  • Knowledge or the ability to learn the geographic regions of the City. 
  • Ability to operate heavy construction equipment and trucks of up to 55,000 pounds GVW.
  • Ability to drive to and from work sites.
  • Ability to respond to call outs and take action in a timely manner.
  • Ability to work extended periods of time for consecutive days during emergency and weather-related situations. 
  • Knowledge of computer hardware and applicable computer software utilized within public works and operations or the ability to obtain proficiency.

Education:  

  • High School Diploma or equivalent is required with supplemental formal education, vocational, trade or technical training. 
  • Journeyman Electrician preferred. 
  • Ability to obtain IMSA work zone safety and Traffic signal I certifications within an agreed upon timeframe. 
  • Valid driver’s license.
  • Possession of a valid CDL Class B State of Illinois permit within 60 days of hire. Ability to acquire a CDL Class B State of Illinois license within an agreed upon timeframe (estimated at 6 months from hire). Ability to obtain tanker endorsement as requested.

Experience:

  • Five years of experience in the electrical field required and a willingness to learn traffic signal systems. 
  • Working knowledge of MS Office (Word and Excel) and experience with computer software used in public works operations of the ability to obtain proficiency.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS: 
  • This position will require working at heights typically associated with the repair and maintenance of traffic signals and streetlights.
  • This position will routinely work outdoors and be exposed to all types of weather conditions.  While working outdoors the person in this position will routinely stand for prolonged periods of time, stoop, kneel, bend, climb, crawl or crouch to reach items and maneuver/navigate all types of terrain including uneven terrain and slippery surfaces.  Work will include climbing stairs and ladders including climbing water towers up to 140 feet and climbing down an 18-foot manhole ladder.  This position will also need to reach with hands and arms to load and unload trucks and balance or climb into a truck and may work in confined and awkward spaces. 
  • This position will maintain prolonged periods of concentration while driving a truck during snow and ice control operations. 
  • The position will routinely lift, move or carry objects or tools weighing up to 75 pounds. 
  • Physical working conditions include exposure to noise, dust, grease, smoke, chemical fumes, solvents, toxic agents/chemicals, electrical currents, machinery, traffic hazards, vibrations and all types of temperature conditions.
  • The position requires the ability to see close, at a distance and with a peripheral vision as well as adjust vision focus and distinguish objects and colors.  The position also requires the ability to hear ordinary conversation, such as questions from residents, as well as other sounds, including the back-up alarm on trucks and other equipment, etc. 
EQUIPMENT USED:
  • General equipment including diagnostic software, tablets, personal computers, printers, and cellular phones. 
  • General equipment used for public works/construction purposes, including dump truck up to 55,000 pounds GVW (with or without plow), aerial trucks, scissor lifts, small and large maintenance vehicles, backhoe, front-end loader, mechanized broom, snowplow, skid steer, jackhammer, common and specialized hand and power tools and other maintenance equipment.
  • Use of electrical meters (ohmmeters, voltmeters, oscilloscopes, etc.), switching equipment, time clocks, wiring, conduit, signal poles mechanical components, and other such equipment.
  • Personal Protection Equipment (PPE).

ADDITIONAL INFORMATION:
  • Completes on-call rotations as scheduled. Maintains availability for phone contact and responds to call out notifications.
  • Responds to pending snowstorms and other weather-related events as emergency response personnel.

This position has been identified as performing safety-sensitive functions through the Department of Transportation and Federal Motor Carrier Safety Administration and will require participation in the random drug and alcohol testing program as a condition of employment.
