The Municipal Citation Technician manages, reviews, and processes civil citations and automated school-zone speed enforcement under Florida’s HB 657, ensuring compliance with statutory windows and criteria. This role is responsible for reviewing photos and videos, validating detected speed violations (driver at least 10 mph over limit), issuing notices of violations when appropriate, representing the city at all legal hearings and proceedings involving speed cameras, and supporting program integrity, public awareness, and reporting protocols.

ESSENTIAL SAFETY FUNCTIONS:

- Serve as the primary point of contact (POC) for all school zone speed safety program needs and issues. Answers calls and addresses customer requests/complaints expeditiously.
- Communicate and coordinate with the City’s vendor on all speed camera issues.
- Generate reports utilizing the data within the vendor software.
- Examine still images and video from speed detection systems.
- Determine if a violation occurred only during legally authorized timeframes and indicating such in the database.
- Validate vehicles traveled >10 mph over posted speed limit (school zone or other posted) and capture clear evidence of vehicle, license plate, date/time/location.
- Prepare the standardized evidence packet for all magistrate hearings.
- Represent the City at all Magistrate hearings.
- Request UTC numbers when appropriate and to ensure proper issuance of Uniform Traffic Citations.
- Prepare the standardized evidence packet for all magistrate and traffic court proceedings.
- Represent the City at all School Zone Speed Safety court proceedings.
- Reviews and processes municipal civil citations.
- Maintains a comprehensive filing system for accurate and thorough record keeping.

- High School Diploma or GED equivalent
- Two (2) years of administrative support experience in a public safety/law enforcement environment or an equivalent combination of education, training, and experience
- Possess Florida STEP (Specialized Traffic Enforcement Program) Certification.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
- In lieu of the Florida STEP be a Certified Law Enforcement Officer or Retired Law Enforcement Officer
- Minimum 3–5 years of administrative or technical experience in traffic enforcement or compliance, including:
- Handling evidence-based automated enforcement systems.
- Processing violation issuance and managing formal proceedings or hearings.
- Experience reviewing photographic/video evidence and familiarity with state traffic statutes is strongly preferred.
- Knowledge of policies and procedures relating to speed and traffic laws
- Ability to explain HB 657, traffic laws and speed camera laws clearly and courteously to the public
- Ability to remain calm and professional during interactions with frustrated vehicle owners and callers
- High attention to detail to identify violations, vehicle tags, and violations of speed laws
- Ability to communicate and deal effectively with the public and other City employees
- Ability to work with minimal supervision and exercising good judgement
- Ability to establish and maintain effective working relationships with City officials, city employees, vendors, and the general public.
- Ability to resolve customer issues while maintaining a professional and calm demeanor.
- Ability to work in a fast-paced work environment.
- Good presentation skills to present information on behalf of the city at various hearings and meetings.
