Responsible for administrative and operational aspects of complex legal projects; coordinates and performs review and coordination of open records requests assigned to the Legal Department. The role focuses on ensuring legal matters run smoothly and efficiently, allowing attorneys to concentrate on their core legal duties.

Project Administration | Develops and ensures follow-through project plans and timelines; schedules meetings; organizes correspondence and documents; manages project workflow.
Team Coordination | Liaises with internal and external stakeholders, including attorneys, City staff, and vendors, to ensure projects are on track and communication is clear.
Open Records Requests | Performs review of open records requests (sometimes referred to as Freedom of Information Act (FOIA) requests) assigned by Deputy City Clerk to the Legal Department and consults with Corporation Counsel or designee on matters requiring legal analysis; works collaboratively with Deputy City Clerk; coordinates with city departments on assigned open records requests; redacts confidential or exempt information as required by law prior to release; ensures compliance with statutory deadlines and reporting requirements.
Operational Support | Assists with administrative tasks and organizing case-related information; prepares and maintains an organized electronic filing system for confidential records in the Legal Department.
Collective Bargaining | May assist with preparations for collective bargaining.
Technology and Process Management | Implements and uses legal-specific technology, such as eDiscovery platforms, and assists in streamlining workflows.
Performs other duties as assigned.
Associate’s degree in Public Administration, Legal Studies, Library and Information Science or closely related field, plus two (2) years of experience in records management, open records/FOIA coordination or a related administrative/legal role; or an equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work in this position.
Must attend Iowa Public Information Board (IPIB) training on Iowa Code Chapter 22 (Public Records) and produce certification within ninety (90) days of appointment.
Must pass a background check as prescribed by the City of Davenport.
Must possess a valid driver’s license and maintain throughout duration of employment.
Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment.
Strong knowledge of state open records laws and local records retention policies and schedules.
Strong knowledge of electronic document management systems.
Strong organizational, project and time management skills, with ability to handle multiple requests simultaneously while meeting statutory and project deadlines.
Ability to conduct research, analyze data and present findings clearly and accurately.
Ability to read, analyze, and interpret policies, laws, regulations, and procedural guidelines, and apply them effectively to work situations.
Attention to detail and accuracy in reviewing and redacting information as allowed by law; ability to analyze and apply exemptions as allowed by law.
Excellent written and verbal communication skills; ability to explain technical/legal concepts in plain language.
Ability to work independently while exercising sound judgment.
Ability to develop and refine procedures for managing open records requests, document retention and case-related materials.
Proficiency with Microsoft Office Suite and project and records management systems.
Ability to maintain confidentiality of sensitive and privileged information and situations encountered.
