Prepare, maintain, and monitor accounting systems and controls; gather, analyze, and maintain data; prepare and monitor budget information; manage operations of accounts payable; and prepare fiscal and statistical reports of operational procedures and financial functions. The essential functions of the job are not limited to those listed in the job description.  The City retains the discretion to add to or change the duties of the position at any time.
  • Manages departmental budget process by preparing and verifying annual budget packages for multiple divisions; inputting budget data and capital project details into city-provided software; monitoring the budget and expenditures; making adjustments by analyzing expenditures and revenues; processing budget transfers and journal entries; assisting   management with the administration  of departmental/financial plans, changes, and reductions; maintaining records by preparing financial and statistical reports for local, state, and federal program reimbursements; preparing and implementing vehicle and radio equipment rental rates for the city fleet; and overseeing the departmental reconciliation of funds collected. 
  • Provides  administrative support by assisting with departmental website, fuel reconciliation, warehouse issues, and inventory compilation; providing clerical services such as dispatching, responding to phone calls and walk-in citizens and employees; radio communication with the crews and supervisors; maintaining the work order system, departmental plans, and monthly vehicle/equipment charges; providing grant application and reporting assistance; writing reports, meeting minutes, letters, articles, ordinances, and resolutions as needed. 
  • Oversee departmental operations by planning, coordinating and implementing departmental and emergency response procedures; creating in-house documentation that provides guidelines for daily operations and emergency responses; preparing financial reports of each division within Public Works; purchasing supplies for the office; assisting in the development  and implementation of new operations by assigning projects to the staff when possible. 
  • Manages account payable operations by reconciling accounts; monitoring and training account clerks; processing invoices, purchases, and reimbursements; maintaining files and ledgers; and processing paperwork for new projects.
Monitors revenues and expenditures of the Public Works Department Capital Improvement Projects, ensuring proper recording of funding sources and expenditures.  Conducts an annual review of the City’s project ledger and ensures projects are closed or carried forward properly.

ADDITIONAL DUTIES
  • Assists office staff as needed.
  • Attend meetings and training sessions.
  • Provides emergency response during severe weather (snow, floods, storms, etc.).
  • Performs additional duties to support operational requirements as assigned.


Education and Experience
Bachelor’s Degree, with broad knowledge in a general professional or technical field, and over one year up to and including three years of experience.
An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above
Certifications/Licenses
  • Valid driver’s license and acceptable driving record according to City criteria.
  • Active commission as a Notary (not required).

Reading   
Intermediate:   Ability to read papers, periodicals, journals, manuals, dictionaries, and thesauruses.  
Writing   
Intermediate:   Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
Math   
Intermediate: Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement.
Communication Skills
Work may require providing basic information to others outside direct reporting relationships on procedures or general policies. Contacts may require the consideration of different points of view to reach understanding and gain cooperation and acceptance of ideas.
Independence and Decision-Making   
Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.
Technical Skills 
Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
Fiscal Responsibilities   
Completes research for documents, compiles data for computer entry, and/or enters or oversees data entry.  Has responsibility for monitoring budget/fiscal expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units) or responsibility for fiscal management of capital project(s).  May recommend budget allocations.
Supervisory Responsibilities
Performs essentially the same work as those directed.  Includes oversight of quality, training, instructing, and scheduling work.PHYSICAL DEMANDS
  • Sedentary physical effort, exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
  • Constant sitting, reaching, handling, fine dexterity; adequate vision, hearing, talking to use computer, telephone and communicate effectively with others.

  • Occasional crouching, bending, twisting, climbing. 
  • Rare standing, walking, lifting, carrying, kneeling. 
NON-PHYSICAL DEMANDS 
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.  
  • Regular and predictable attendance is expected.
  • Frequently experiences time pressure.
  • May occasionally perform multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, noisy/distracting environment.
  • Rarely experiences emergency situations, frequent change of tasks, irregular work schedule/overtime.

Salary : $56,111 - $67,300
