Accountant II - Community Development

Perform work involving the development and maintenance of complex accounting systems and controls; analyzing financial data; prepare necessary journal entries to various accounting ledgers; process budget transfers; billing; set up new projects; calculate retained items and escrow on large projects; maintain vehicle and equipment listing; process monthly and weekly payroll as needed; prepare monthly and quarterly financial reports; assemble accounting and statistical data; assist other city departments with information; assist with the development and updating of accounting systems and procedures; maintain financial accounting records and statements; prepare complex financial reports and statements; and assist in the annual physical inventory of city materials and supplies.
 
The essential functions of the job are not limited to those listed in the job description.  The City retains the discretion to add to or change the duties of the position at any time.
  • Analyzes fund accounts by preparing journal entries and budget transfers; evaluating each account by line item; ensuring expenses are hitting the correct accounts; creating journal entries for problems; and handling budget transfer tasks to cover deficits when applicable.
  • Performs billing by generating invoices for miscellaneous accounts and receivables; retrieving billing statements; contacting vendor to resolve issues; ensuring funds are deposited electronically; and checking account for verification.      
  • Handles vehicle and equipment information by processing paperwork on all purchased vehicles and equipment; updating and maintaining the vehicle master file; sending the Vehicle Data Sheet to the Finance department to update charges; and changing the SI monthly template to reflect inventory adjustments.   
  • Handles monthly payroll for assigned area by checking and reviewing timesheets for information; processing leave balances; running Batch Summary report; ensuring that the Batch Proof matches with accounting spreadsheets; and administering all tasks with One Solution software.
  • Performs accounting for various City functions such as grant management and Capital Improvement Projects by verifying City compliance with established; preparing and processing requests for reimbursements; tracking all expenditures; and providing reports showing balances.        
  • Manages Loan Portfolios for approximately 500 HUD and/or Urban Development loans by preparing payment ledgers; processing monthly loan payments into principal and interest according to terms of loan agreements; monitoring loans; and compiles report on delinquent accounts.

  • Attends meetings and training sessions.
  • Performs additional duties to support operational requirements as assigned.
Education and Experience
Specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Master’s degree level of study or appropriate certification such as a Professional Engineer, Law Degree, or Certified Public Accountant, and over three years up to and including five years of experience. 
 
An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Certifications/Licenses
  • Valid driver’s license and acceptable driving record according to City criteria.
  • Certified Public Accountant (CPA)

Advanced knowledge of the subject matter.  Complete comprehension of the subject area to solve common and unusual problems, able to advise on technical matters, and serve as a resource on the subject for others. 

Reading  
Intermediate:  Ability to read papers, periodicals, journals, manuals, dictionaries, and thesauruses. 

Writing   
Intermediate:  Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

Math  
Advanced:  Ability to apply fundamental concepts of theories; work with advanced mathematical operations methods and functions of real and complex variables. 

Communication Skills  
Decisions regarding interpretation of policies may be made. Contacts may involve stressful, negative interactions requiring high levels of tact, and the ability to respond to aggressive interpersonal interactions. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Independence and Decision-Making    
Normally performs the job by following established standard operating procedures and/or policies.  There is a choice of the appropriate procedure or policy to apply to duties.  Performance reviewed periodically.

Technical Skills   
Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Fiscal Responsibilities  
Oversees budget preparation of a division or department budget.  Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for organization-wide budget expenditures.

Supervisory Responsibilities
Supervises and monitors performance for a regular group of employees or department. Provides input on hiring, discipline, and work objectives/goals, performance evaluation and work assignments.  Typically, a first line supervisor.PHYSICAL DEMANDS
  • Light physical effort, exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly.
  • Constant sitting, reaching, handling, fine dexterity; adequate vision, hearing, talking to use computer, telephone and communicate effectively with others.
  • Frequent pushing/pulling.
  • Occasional crouching, bending, twisting, climbing.
  • Rare standing, walking, lifting, carrying, kneeling.

NON-PHYSICAL DEMANDS
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time. 
  • Regular and predictable attendance is expected.
  • Frequently experiences time pressure, frequent change of tasks.
  • May occasionally experience emergency situations, irregular work schedule/overtime, performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, noisy/distracting environment.
 
MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE
Typically requires use of standard office equipment and telephone, and related software and hardware; and any other equipment as appropriate or as assigned.

WORK ENVIRONMENT
This work is performed in an office environment where there are no health, safety, or environmental factors.  The employee must wear appropriate protective equipment as apparent or assigned, if any.

Salary : $56,111 - $67,333
