Description
Plans, organizes and controls the Department of Utilities’ financial functions and serves as financial liaison to Finance, Human Resources, and other city departments. Annually develops, refines and administers the annual operating budget for all five utility funds and prepares the five year capital improvement plan for Utilities; supervises support services staff; and researching and preparing special projects. Serves as a project lead for utilities and responds to regulatory agencies.

- Prepares annual budget by supervising city's budgeting policies and software by developing a revenue model based on rate study and anticipated changes in the rate base; reviewing and refining operating and capital expenditures; and presenting a balanced budget to City manager and Utilities commission for approval.
- Reviews and monitors all purchase requisitions by insuring that funds have been appropriated and are available for use; analyzing all transactions to ensure funds are being expended and accounted for as appropriated; and making year-end adjustments to operating budget account.
- Supervises and reviews daily work performed by senior account clerks and utilities warehouse manager and by reviewing weekly and monthly payrolls for accuracy and compliance with city policy.
- Acts as a Liaison to other department by attending Danville utility commission and City Council meetings; answering questions and providing support; analyzing and generating detailed answers to other departments.
- Serves as project coordinator by providing detailed monthly revenue data from customer billing system and investigating anomalies.
- Reports to Governmental and other entities regarding power and light metrics by generating an annual report to Department of Energy and SCC.

Education and Experience
- Bachelor’s Degree with broad knowledge in a general professional or technical field and three to five years of experience.
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Certifications/Licenses
- Valid Driver’s License with acceptable driving record according to City Criteria
