What are the responsibilities and job description for the Senior Accountant (Dallas Police) position at City of Dallas?

The Senior Accountant performs activities in an accounting function of high complexity within a city department or in a major accounting division in the Controller's Office to ensure the effective realization of the department's accounting goals and compliance with accounting principles and city policies and procedures.Conducts and supervises daily activities of an unusually complex accounting system to ensure compliance with generally accepted accounting principles, Governmental Accounting Standards Board pronouncements, city policies, and other regulatory requirements.
2 Generates internal department reports and submits financial data to the City Controller’s Office; provides moderate technical assistance for interpretation of policies and procedures, and corrective actions to ensure the most effective and efficient use of financial information; prepares, reviews, records, and analyzes information needed for financial projections, periodic reporting, budgetary process, and financial statements to provide such information to its end users.
3 Serves as a liaison between the department, HR, City Controller's Office, and internal auditors; prepares and drafts requested information and provides reports as necessary; prepares, processes, and checks benefits claims, vendor accounts, travel requests, and reconciliation documents for various departments.
4 Tests new and updated accounting releases to make recommendations for enhancements; ensures accurate and timely processing of journal vouchers, manual warrants, credit card transactions and other financial activities and documents.
5 Monitors, evaluates, and classifies capital and equipment transactions and conducts periodic inventories to provide city-wide accountability of the city's fixed assets; assists in debt issuance and retirement, in provision of funds for debt payment, and in the maintenance of required debt reserve funds.
6 Monitors all procurement processes for the division and ensures purchasing is done in the most cost effective manner; prepares a request for supplies and services to obtain purchase orders; serves as the accounting records management liaison for various departments.
7 Supervises, oversees, and advises a group of lower-level accountants and clerical staff to ensure quality and productivity standards are maintained.
8 Performs any and all other work as needed or assigned.EDUCATION:  
  • Bachelor's degree in an accounting or finance field.
 EXPERIENCE: 
  • Four (4) years of experience in general accounting. 
 EQUIVALENCIES:
  • Master's degree (or higher) in accounting or finance plus two (2) years of the required experience will meet the education and experience requirements.
  • Bachelor’s degree (or higher) in a non-specified field with 21 hours of accounting and four (4) years of experience will meet the education and experience requirements.
  • A current Certified Public Accountant (CPA) license plus two (2) years of the required experience will meet the education and experience requirements.
  • A current Certified Internal Auditor (CIA) certification plus two (2) years of the required experience will meet the education and experience requirements.
  • A current Certified Government Financial Manager (CGFM) certification plus two (2) years of the required experience will meet the education and experience requirements. 
LICENSE and CERTIFICATIONS:
  • Valid driver's license with a good driving record.
OTHER REQUIREMENTS:
  • Must pass an intensive background investigation and drug test.
  • No FELONY or Class A MISDEMEANOR convictions.
  • No Class B MISDEMEANOR convictions within the last ten (10) years.
  • No family violence convictions.
  • Cannot currently be on deferred adjudication for any FELONY, Class A, or Class B MISDEMEANOR.
PREFERENCES: 
  • Effective oral and written communications skills.
  • Intermediate to Advanced MS Office skills.
  • Data Analytical Skills
Dallas Police Department: Position requires applicants to undergo a background investigation.  

Knowledge of State of Texas Property Tax Code
2 Knowledge of internal controls auditing procedures.
3 Knowledge of personnel procedures.
4 Advanced knowledge of the principles, practices, theories and procedures of accounting.
5 Ability to supervise subordinate personnel.
6 Ability to make mathematical calculations with speed and accuracy.
7 Ability to prepare complex financial reports and keep complex financial records.
8 Communicating effectively verbally and in writing
9 Establishing and maintaining effective working relationships

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications. 

For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30 hours per week will be counted as full-time employment and will receive full credit for the amount of time employed.  A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
