Job Summary

The Chief of Staff to the City Manager serves as a senior advisor and trusted partner to the City Manager, responsible for facilitating the execution of strategic priorities, managing high-level communications, and coordinating key initiatives across the organization. This role ensures effective city governance by supporting the City Manager in managing relationships with the City Council, executive leadership, external stakeholders, and the community. The Chief of Staff plays a vital role in aligning citywide operations with City Council priorities, strategic planning, and long-term objectives.

Collaborates with the Executive Leadership Team (ELT) to implement the City Manager’s strategic agenda and facilitate cross-departmental coordination.

Owns the primary responsibility for assisting the City Manager in managing relationships with the City Council, community, and external stakeholders.

Ensures coordinated implementation of City Council initiatives and fosters transparent, inclusive civic engagement.

Key Responsibilities

1 Advises the City Manager on strategic direction, policy matters, and long-term planning.

2 Drives alignment among executive leaders for coordinated execution of City Council priorities.

3 Leads the development, tracking, and accountability of key performance indicators (KPIs) across city departments.

4 Translates strategic goals into measurable outcomes and supports executive and Council performance targets.

5 Coordinates the strategic planning process on behalf of the City Manager.

6 Collaborates with the ELT to proactively identify and mitigate operational, strategic, financial, legal, and reputational risks impacting city operations and priorities.

7 Oversees high-priority initiatives tied to the City Manager’s performance goals, ensuring strategic alignment with Council priorities and accountability for outcomes.

8 Coordinates cross-departmental projects to ensure delivery of quality public services aligned with community needs and Council directives.

9 Integrates stakeholder engagement into internal planning and service improvement efforts.

10 Manages budgets, contracts, and procurement processes for the City Manager’s Office.

11 Ensures fiscal responsibility and transparency through effective policy development and oversight.

12 Manages assigned administrative staff; promotes a high-performance culture aligned with organizational values.

13 Leads team development initiatives across the executive team and in coordination with the City Council.

14 Serves as the primary liaison between the City organization and the City Council.

15 Manages daily communications, relationship dynamics, and ensures the timely and accurate flow of information to the Council.

16 Represents the City Manager in direct discussions with the City Council.

17 Ensures ongoing communication, follow-up, and proactive alignment with Council initiatives and expectations.

18 Cultivates relationships with officials at all levels of government, external agencies, and community organizations to build consensus and drive collaborative efforts.

19 Represents and accompanies the City Manager at public events, community engagements, neighborhood meetings, civic forums, and with business leaders providing support, managing follow-ups, and ensuring stakeholder feedback is addressed.

20 Supports the City Manager in conveying key messages and maintaining public trust through effective, consistent communication.

21 Leads public engagement initiatives, including forums, outreach campaigns, and special projects assigned by the City Manager.

22 Ensures community input is integrated into city planning and decision-making processes.

23 Builds and maintains strong relationships with community leaders and stakeholders to advance long-term city goals.

24 Provides strategic guidance to the City Manager during crises; leads development of stakeholder and community communication strategies in politically sensitive situations.

25 Ensures unified messaging and operational coordination to preserve public trust and ensure continuity of service.

Experience

Minimum of 10 years of progressively responsible experience in public administration, executive leadership, or government affairs, including experience working with elected officials and external stakeholders.

Education

Bachelor's degree in Public Administration, Political Science, Urban Planning, or field related to Public Administration is required.

Master’s degree in above specified fields is strongly preferred.

Salary Range

$132,147.71 - $165,184.64

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
