Job Summary
Performs highly advanced and complex management or oversight activities for daily operations of an operating unit orfunctional program. Work involves establishing short-, mid-, and long-term goals and objectives; developingguidelines, procedures, rules and regulations; developing schedules, priorities, and standards for achieving establishedgoals; coordinating and evaluating program activities; and developing and evaluating budget requests. Overview
The Animal Shelter Manager manages, supervises, and oversees the daily operations and logistics of the City's Animal Shelter. Provides oversight, policy direction, and overall management.
Essential Functions:
1 Manages, oversees, and monitors shelter operations, reporting, personnel, and animal care; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors and evaluates policies and procedures; oversees shelter maintenance, animal care, and public communications.
2 Establishes short-, mid-and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals.
3 Assists in the development, preparation, management, and implementation of the department budget; handles various requests from City Council, City Manager's Office, and other management; processes invoices, collection of fees, and other administrative tasks.
4 Performs, directs, and participates in shelter maintenance, care, and activities; ensures all City ordinances are being followed; provides direction for animal services staff and technical personnel and provides performance feedback and management.
5 Provides training, professional development, and performance evaluation for employees; ensures all personnel are properly certified and up to date on all rules, regulations, and procedures.
6 Directs and manages client relationships and develops strong partnerships; responds to inquiries, solves problems, and meets with various residents and community partners to address concerns.
7 Determines, develops, and implements procedures, processes, regulations, and guidelines to ensure effective and efficient operations.
8 Represents the department at various meetings, seminars, boards, and panels.
9 Performs any and all other work as needed or assigned.
Minimum Qualifications:
EDUCATION:
- High School Diploma or GED.
EXPERIENCE:
- Five (5) years of experience in an animal-related, social services, community outreach, and/or program development field which must include (3) of the following:
- Management of people
- Customer service
- Inventory management
- Process improvement
- Developing programs
- Statistical reporting/monitoring
- Preparing and maintaining Standard Operating Procedures (SOP)
- Establishing and meeting goals
- Coaching, mentoring and/or training
- Resolving complaints

AND
- Two (2) years of supervisory/management responsibilities. (This experience may be included in the required experience listed above.)
EQUIVALENCIES:
- Associate degree in any field plus three (3) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
- Bachelor's degree (or higher) in any field plus one (1) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
- Valid Basic Animal Control Officer certification plus four (4) years of the required experience including two (2) years of supervisory/management responsibilities will meet the experience requirements.
- Valid professional animal shelter/control related training and/or certification(s) from a State or National organization plus four (4) years of the required experience including two (2) years of leadwork/supervisory responsibilities will meet the experience requirements.
LICENSES and/or CERTIFICATIONS:
- A current valid driver's license and good driving record.
OTHER REQUIREMENTS:
- No animal cruelty convictions.
- NO Drug Felony offenses in the last 10 years
- Subject to extensive walking and bending.
- Subject to inclement weather conditions.
- Availability to work varying shifts including nights, weekends, and holidays.
- Must pass a physical exam including drug/alcohol testing.
