The Data Science Analyst II provides professional analysis, evaluation, and research of various data streams and utilizes large data sets to determine unique insights to further business needs. Provides analytical information to management regarding department procedures, processes, and structure to assist management in organization improvement.
Planning and Development Department | Data Analytics and Reporting – This position supports the department’s use of data to improve permitting, plan review, and land management services by working with systems such as Accela to extract, analyze, and interpret complex datasets. The role partners with operational teams to develop clear, accurate reports and dashboards that provide insight into workflow performance, customer experience, and process efficiency. Responsibilities include querying and validating data across multiple sources, identifying inconsistencies or gaps in reporting, and translating data into actionable information for leadership and staff. The position also supports system-related efforts by assisting with data validation, testing, and analysis associated with system updates, enhancements, and maintenance activities, while working closely with internal teams and technical partners to ensure system functionality aligns with operational needs. Additionally, this role supports ongoing process improvement efforts by identifying trends, monitoring key performance indicators, and helping to streamline reporting practices to enhance transparency, accountability, and service delivery.
Essential Functions
Works with various personnel, management, and department staff to effectively perform analysis that answers business questions, solves business needs, clarifies data, and adds business values.
2 Researches, identifies, and runs various database algorithms to find and locate data sets and other information; forecasts, data mines, and performs statistical analysis to assist organization and department in solving challenging problems.
3 Works with other team members to apply statistical analysis, pattern recognition with domain and program specific knowledge to solve business issues.
4 Assists and supports in the development of predictive modeling to increase and optimize customer experiences, revenue generation, and other business outcomes.
5 Develops tools to monitor and analyze model performance and data accuracy; analyzes information to improve business decisions.
6 Provides detailed and concise data sets to decision makers to assist in leveraging data to drive program, service, and department solutions.
7 Conducts studies, gathers and analyzes data from various databases and sources, develops reports, summaries, recommendations, and visual representations, and performs statistical programming and provides consultation and technical assistance; conducts research and logical analysis of procedural, financial and structural barriers to determine areas of needed improvement; appraises and evaluates the desirability and feasibility of fiscal and program restructuring, and develops or directs the development of recommendations to senior management.
8 Documents procedures for future reference and may make recommendations for data analysis process improvements; counsels clients in interpreting and summarizing statistical results.
9 Performs any and all other work as needed or assigned.

MINIMUM QUALIFICATIONS
EDUCATION:
Bachelor's degree in Computer Science, Statistics, Mathematics, Data Management, Data Science, Machine Learning or similar applicable fields.
EXPERIENCE:
Four (4) years of experience in database management, operations, statistical analysis (which must have included one or more of the following machine learning frameworks):
Keras
Tensorflow
PyTorch
SQL Server
EQUIVALENCIES:
High school diploma or GED plus eight (8) years of the required experience will meet the stated education and experience requirements.
Associate degree in any field plus six (6) years of the required experience will meet the stated education and experience requirements.
Bachelor’s degree (or higher) in a non-specific degree field plus six (6) years of the required experience will meet the stated education and experience requirements.
Master’s degree (or higher) in a specific degree field plus two (2) years of the required experience will meet the stated education and experience requirements.
OTHER REQUIREMENTS:
No felony or class A misdemeanor convictions.
No class B misdemeanor conviction within the last ten (10) years.
No family violence convictions.
Cannot currently be on deferred adjudication for any felony, class A misdemeanor or class B misdemeanor charge.
Salary Range
$64,251.20 - $79,809.60
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
