Code Enforcement Officer

DESCRIPTION OF WORK

The role of a Code Enforcement Officer is a skilled position involved in technical work investigating enforcing City’s code of ordinances. This position conducts field inspections, investigates complaints, issues violations, maintains records, supports administrative or legal proceedings, and provides guidance to the public on municipal codes related to property maintenance, housing, public health, and safe ty. Those in this position must demonstrate technical aptitude, effective communication, physical stamina, and the ability to work independently within departmental guidelines. Scheduled work hours are Monday through Friday from 7:00 A.M. through 4:00 P.M. Occasional overtime may be required.

ESSENTIAL JOB FUNCTIONS

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification. Other duties may be required and assigned.

• • Proactively patrols City checking for violations to the Code of Ordinances—e.g., unsafe structures, zoning infractions, abandoned vehicles, noxious weeds, signage, noise, dumping, pest issues, etc.—and collects evidence such as photos and/or witness statements for documentation.
• • Responds to public reports and complaints involving municipal violations.
• • Resolves violations through voluntary compliance or, when not possible, sets in motion the enforcement process by the issuance of citations or the initiation of a complaint through the Code Enforcement procedures of the City.
• • Prepares inspection reports, diagrams, memos, warning and violation notices, administrative citations, and case files.
• • Issues warnings, correction notices, official citations, or stop‑work orders. Coordinating closely with property owners, building officials, legal departments, and city attorneys to secure compliance through corrections, liens, fines, or legal action.
• • Conducts research to develop data and information, as required.
• • Communicates codes to residents and businesses, explains violations, de‑escalates tensions, and suggest corrective steps or resources to the public.
• • Provides testimony in court in cases that involve code violation matters.
• • Keeps records and makes reports of activities and cases filed or forwarded for filing.
• • Inputs, accesses, retrieves information from a computer.
• • Inspects City facilities and worksites for OSHA and other work safety compliance issues.
• • Any additional duties as assigned by the Building Official.

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES

• • Knowledge of and the ability to interpret the Code of Ordinances of the City.
• • Knowledge of the physical and social characteristics of the City.
• • Ability to understand and carry out moderately complex oral and written instructions. • Ability to enforce ordinances with firmness, tact, and impartiality.
• • Ability to exercise sound judgment in making decisions in accordance with applicable laws, ordinances, policies and procedures.
• • Ability to effectively manage and respond to extreme or challenging cases of human behavior with professionalism, empathy, and composure.
• • Ability to clearly and effectively communicate and present ideas and findings clearly and concisely in written or oral form.
• • Good communication and customer service skills with using both technical and non-technical language to fellow employees, outside agencies, contractors, and the general public.
• • Ability to use all applicable computer software to provide reports.
• • Ability to keep organized records and make reports from such records.
• • Ability to input, access, and retrieve data from a computer.
• • Ability to present testimony in cases before the Clerk of the Circuit Court or civil hearings, and to deliver presentations before civic and community organizations.

EDUCATION/EXPERIENCE

• • High school diploma or GED from an accredited institution; required.
• • Three years of experience as a Code Enforcement inspector, Law Enforcement Officer, or has comparable training in OSHA Safety Compliance Procedures; required.
• • Driving and the operation a vehicle; required.

CERTIFICATIONS/LICENSES

• • Valid Florida driver’s license; required.
• • Law Enforcement Officer or Professional Safety Certification with training in OSHA Safety Requirements.
• • Obtains a Code Enforcement Certification (Level I) or ability to obtain within 6 months of hire date.
