Under general supervision, processes building permit applications, maintains databases to track information on permits, plan review, building inspections, and health inspections. Performs routine technical and customer service duties for the Planning and Development Department.
Primary Duties and Responsibilities:
- Provides excellent customer service to external and internal customers.
- Reviews, accepts and processes permit applications and documents, assesses and collects permitting fees, provides receipts for fees paid, provides change, reconciles and closes out cash drawer.
- Maintains, updates, and reviews building permit software.
- Answers phone lines and return calls in a timely manner.
- Responds to public information requests.
- Accepts deliveries, packages, and distributes mail daily.
- Collects inspection and re-inspection fees.
- Enters data to track information on permits, plan reviews, building inspections, and health inspections for commercial and residential building permits.
- Performs purchasing all office supplies and keeps track of related inventory.
- Typing, filing, copying, faxing and other related activities.
- Provides Department information and customer service; answers questions as first point of contact for customers; responds to customer questions on land use, permits, project fees and other issues; explains policies, codes, standards, and procedures; answers questions within scope of authority and training.
- Assists staff with processing applications, permits, plans and technical documents; processes documents and maintains permit records, files and activity log.
- Creates, updates and tracks a variety of electronic and paper files, records, applications, reports, and technical documents; researches issues as requested.
- Performs a variety of administrative support functions, including secretarial, purchasing, billing, cash management, budget tracking, and mass communications.
- Enters department and customer information and other data into City computer systems; accesses and locates information for customers, staff, authorized agencies and others; notifies other agencies and departments as needed.
- Compiles operational information for Department activity reports; tracks permit activity and contractor’s licenses, monitors expiration dates, and notifies customers of required actions.
- Maintains orderly and sanitary workspace conducive to a customer service environment.
- Reports performance information and statistical information to internal and external customers.
- Cross trains in the rules, regulations, policies and procedures for other Department programs.
- Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
- Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
- Cooperates with co-workers professionally to accomplish work efficiently and effectively.
- Has regular, predictable attendance; attendance is a factor in continued employment with the City.
- Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education and Experience:
High School diploma or GED equivalent; AND two years of experience in administrative support functions, preferably in a government environment; OR an equivalent combination of education and experience. Preference will be given to candidates proficient with City’s permitting and software programs (Tyler Tech/EPL, Excel, and Laserfiche).
Required Licenses or Certifications:
Must possess a valid Texas Driver’s License. International Code Council (ICC) Permit Technician certification required within six (6) months of hire.
Required Knowledge of:
- City policies and procedures.
- Basic principles of application permitting, building inspection and plan review.
- Municipal building codes and ordinances.
- Principles of record keeping and records management.
- Customer service standards and protocols.
Required Skill in:
- Interpreting and applying department standards and City policies.
- Issuing minor permits.
- Permitting and Planning software.
- Entering information into a computer with speed and accuracy and maintaining electronic files.
- Operating a personal computer utilizing a variety of business software.
