The Public-Private Partnership (P3) Specialist supports the City of Coral Springs’ public-private partnership initiatives and strategic economic development projects. This position assists in the solicitation, evaluation, coordination, and administration of development partnerships that advance the City’s economic growth and destination development goals. The Specialist provides technical, analytical, and administrative support throughout the lifecycle of partnership projects, from procurement through closing and construction, while coordinating across City departments and external stakeholders. This role serves as a key support position in implementing strategic development initiatives and ensuring the timely execution of partnership agreements. This position also plays a key role in advancing the City’s investment attraction strategy by developing compelling marketing content, investor materials, and strategic campaigns that position Coral Springs as a premier destination for commercial development. The Specialist will assist in leading creative marketing initiatives designed to incentivize and attract private-sector investment into the community.
  • Works with City staff to pursue P3 opportunities that support citywide frameworks for strategic planning initiatives, property management, and redevelopment.
  • Assists in drafting and marketing funding and incentive opportunities, Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and related procurement materials.
  • Coordinates and attends interdisciplinary review committees and manages proposal intake and tracking.
  • Coordinates with the Finance Department to support evaluation processes and prepare summaries/media for management review.
  • Assists with the preparation of development agreements and related documents in coordination with Legal and Finance.
  • Supports financial review of development proposals, including pro forma summaries, basic underwriting analysis, and documentation of incentive structures.
  • Tracks project budgets, funding commitments, and performance benchmarks.
  • Monitors partnership projects from award through closing and construction phases.
  • Coordinates internal departments (Development Services, Public Works, Finance, Legal, Communications & Marketing) to support project implementation.
  • Manages the City’s real estate portfolio, which includes the oversight of City-owned properties, as well as leases where the City serves as landlord or tenant.
  • Manages day-to-day operations of the City’s real estate portfolio, including appraisals, acquisitions, dispositions, leases, licenses, easements, and property management activities.
  • Develops and implements real estate policies, procedures, and strategies to support economic development, redevelopment, and operational efficiency.
  • Maintain project timelines, milestone tracking, and compliance documentation. Monitors PPP projects and communicates progress through executive summaries and other presentations to management. 
  • Develops complex management reports and analysis to help evaluate the feasibility of PPP opportunities.
  • Consults with management and provides in-depth explanations of the pros/cons related to pursuing PPP opportunities.
  • Assists in the implementation of destination-focused development initiatives, including hospitality, entertainment, and mixed-use projects.
  • Maintains relationships with private-sector partners and assists with stakeholder coordination.
  • Supports commercial redevelopment initiatives and market-based research efforts.
  • Develops and executes strategic marketing campaigns designed to attract investors, developers, and commercial partners.
  • Creates compelling investor-facing content, including: Development opportunity briefs, Incentive program summaries, Site marketing packages, Destination marketing materials, and Digital and social media content.
  • Identifies target industries and investor segments and assists in crafting tailored outreach strategies.
  • Coordinates marketing initiatives with the Communications and Marketing team to ensure brand alignment.
  • Supports placemaking and destination storytelling initiatives that enhance the City’s investment profile.
  • Maintains and updates economic development webpages, social media, investment collateral, and promotional materials.
  • Assists in organizing investor tours, stakeholder roundtables, and development showcases/workshops.
  • Researches, identifies, and monitors grant opportunities that support economic development, redevelopment, destination development, and commercial revitalization initiatives.
  • Assists in the preparation and coordination of grant applications, supporting documentation, budgets, and narratives.
  • Tracks awarded grants from execution through closeout, ensuring compliance with funding requirements and reporting deadlines.
  • Maintains organized grant files and documentation in accordance with City policies and applicable regulations.
  • Coordinates with Finance and other departments to monitor grant expenditures and reimbursement requests.
  • Prepares progress reports, performance updates, and required reporting materials for funding agencies.
  • Supports integration of grant funding into public-private partnership structures and incentive packages where applicable.
  • Assists in the development of grant tracking systems and workflow improvements to enhance departmental efficiency.
  • Provides administrative and analytical support for strategic economic development initiatives.
  • Prepares briefing materials, reports, presentations, and agenda items for senior leadership and City Commission.
  • Assists in the coordination of external consultants, appraisers, brokers, and other real estate external agencies.
  • Supports special projects, as assigned.
  • Bachelor’s degree in Public Administration, Business Administration, Finance, Marketing, Urban Planning, Real Estate, Economic Development, or related field.
  • Five (5) years of experience in real estate management, property acquisition/disposition, real estate development, leasing, asset management, redevelopment, municipal, or project management.
  • Experience supporting procurement or development-related initiatives preferred.
Preferred Qualifications:
  • Master’s degree in Public Administration, Business Administration, Finance, Urban Planning, Real Estate, Economic Development, or related field.
  • Experience in municipal economic development or redevelopment.
  • Familiarity with development agreements and public-private partnerships.
  • Graphic design or content management experience.
  • Experience preparing materials for governing boards or executive leadership.

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.

Salary : $59,984 - $94,260
