JOB SUMMARY:
Performs administrative and technical work in directing the operation and maintenance of wastewater treatment plants, pumping stations, and related facilities.
Ensures compliance with applicable federal and state regulations, including the preparation and submission of required reports and associated documents.
 
Plans, allocates, and monitors resources for the division to ensure efficient organization and completion of short-term and long-term work objectives for two wastewater treatment plants and associated pump stations.
 
Develops and manages capital improvement programs; identifies and recommends facility improvements; procures cost estimates; reviews engineering and construction proposals; manages and oversees construction projects; oversees project budgets; approves change orders; approves invoices.
 
Develops and recommends annual operating budget for the division; monitors and administers approved budget.
 
Tracks and compiles flow and loading data from assigned communities for billing purposes; develops fees for treating/processing outside waste streams such as septage, leachate, and liquid sludge, and compiles records accordingly for billing purposes.
 
Carries out supervisory responsibility in accordance with city policies, procedures, and applicable laws, including participating in hiring process, training in job skills, appraising performance, addressing complaints, resolving problems, and planning, assigning, and directing work.
 
Performs special assignments as requested, to include researching and preparing reports and projects, and developing and evaluating programs.
 
Performs other related duties as assigned.
Education and Experience:
 
Bachelor's degree from a four-year college or university in Environmental Science or other related field; and,
 
Additional training or course work in wastewater treatment procedures and techniques; and,
 
Four to six years of progressively responsible experience in wastewater treatment and pumping station operations and maintenance; and,
 
One to two years of experience in supervisory capacity; or,
 
Any combination of education, training and experience which provides the required knowledge, skills and abilities required for the job.
 
Licenses and Certifications:
 
Valid New Hampshire Grade IV Wastewater Treatment License.
 
Valid New Hampshire Driver's License.
Knowledge of:
 
Operation and maintenance of modern wastewater treatment plants, pumping stations, and other related facilities.
 
Wastewater treatment process control techniques.
 
City, state, and federal laws applicable to environmental health and sanitation.
 
Municipal budgeting procedures.
 
Principles of supervision, training, and performance evaluation.
 
Public works facilities construction practices and materials.
 
Skill in:
 
Good analytical and mathematical skills.
 
Operation of wastewater treatment equipment.
 
Use of laboratory apparatus.
 
Mental and Physical Abilities to:
 
Interpret data, maintain records, and compile reports.
 
Supervise employees and instruct others in the methods and techniques utilized in operating modern wastewater treatment system.
 
Establish and maintain effective working relationships with other departments, employees, and the general public.
 
Interpret, apply, establish, implement rules, regulations, policies, and procedures.
 
Read, analyze, and interpret professional periodicals and journals, technical procedures, and government regulations.
 
Write reports, correspondence, and procedure manuals.
 
Compute ratios and percentages, and interpret bar graphs.
 
Define problems, collect data, establish facts, and draw valid conclusions.
 
Perform duties while sitting at a desk or table or while sitting, standing, or stooping.
 
Occasionally lift heavy objects.
 
 
Climb ladders.
 
Distinguish between shades of color.
 
Working Conditions:
 
Work is performed in an office and in a wastewater treatment plant and related facilities.
 
The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, irritating chemicals, and occasional cold or inclement weather.
 
Work requires the use of protective devices such as masks, goggles, and gloves.
