GENERAL DESCRIPTION:
Provides direct support to the Public Works Director in designing and administering construction projects, checking development and construction plans and plats of private developers for compliance with requirements, construction inspection, and maintaining engineering records. May assist administrative staff with phone calls and walk-in customers.
ESSENTIAL FUNCTIONS:
Assist the Public Works Director in a wide variety of complex projects including but not limited to: long-term planning and research, performing field surveys, designing projects, preparing bid specifications, inspecting projects including performing onsite interviews to verify prevailing wage compliance, contract administration, reviewing permit applications, and preparing a wide variety of maps and technical drawings and specifications for streets, traffic, lighting, drainage, sewer, water, buildings and equipment for public facilities. Provides project cost estimates and reviews project submittals and approves per standards.
Maintain the City’s Geographical Information System (G.I.S.), Design Standards, and the Pavement Management System (P.M.S.). Performs G.I.S. data analysis. Maintains the computer network for the Public Works Director and backs up files as needed. Recommends revisions to systems and purchasing options, installs computer hardware and software.
Respond to inquiries from federal and state agencies, private utilities, developers and the general public regarding requirements for private use of the public right of way, location of utility easements, and requirements for development. Perform plan review and utility construction inspection of private projects in the public right of way to ensure compliance with all requirements. Reviews traffic control plans. Works with consultants.
Assist the Public Works Director in preparing the department’s biennial Budget recommendations, the Capital Facilities Plan, and the Six Year Transportation Plan, and grant and loan applications.
Organize, maintain and retrieve department electronic engineering files, including but not limited to record drawings, maps and reports. Respond to requests from other departments for mapping and right of way information. Responsible for obtaining and recording record drawings at the conclusion of public and private projects.
All work activities shall be conducted in compliance with the Safety and Accident Prevention Plan.

EDUCATION/EXPERIENCE:
Associate of Arts degree in drafting, engineering, surveying or related field.
Two (2) years of experience as a drafter or engineering technician.
MUST BE ABLE TO:
Read, review and understand a wide variety of technical maps and drawings, including topographic maps, building plans, property descriptions and construction drawings.
Read, understand and apply city ordinances, standards and regulations and local, state and federal standards such as MUTCD, ASSHTO, WSDOT Standards, DOE standards and other engineering standards.
Perform a wide variety of technical drafting and database work, including preparation of plans, creating drawings, and maps, including but not limited to the computer applications such as word processing, spreadsheet, database, AutoCAD, ArcGIS, and Centerline PMS. Ability to prepare less complex design work.
Ability to use specialized engineering calculator and various survey tools (level, transit, rod, tape, etc.)
Maintain effective working relationships with co-workers, contractors, local, county, state, and federal agencies, and the general public. Maintain a customer service orientation, be courteous and diplomatic in the exchange of information and present a positive image of the City in a variety of circumstances.
Communicate effectively, both orally and in writing.
REQUIRES A KNOWLEDGE OF:
Public works construction principals and practices. Contract Administration and Quality Control and Inspection.
Surveying techniques and basic civil engineering principals.
Computer aided design and database principals.
Any equivalent combination of education, training and experience, which provides the necessary skills, knowledge and ability required to perform the job, may be substituted for these qualifications.
CERTIFICATIONS/LICENSES:
Valid Washington State Drivers License
A Flagging and Traffic Control Card and a First Aid/CPR Card, within one year of employment.
Required to attend classes and training on safe work practices for confined spaces, trenching, shoring, and hazardous material handling.
Nuclear Densometer certification desirable.
Required to have a series of vaccines as protection against typhoid, tetanus, diphtheria, and hepatitis A and B.
WORK ENVIRONMENT:
Duties are performed indoors and outdoors, under a variety of weather conditions, both individually and as part of a work team. Indoor work environment is generally quiet.
While performing the duties of this job, the employee is regularly required to walk; use hands and fingers to handle or feel objects, tools, or controls; and reach with hands and arms. The employee may occasionally be required to stoop, kneel, crouch, or crawl and talk and be able to hear. The employee is occasionally required to climb or balance, twist, or lift.
The employee must frequently lift and/or move up to twenty-five (25) pounds and occasionally lift and/or move up to one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
During inspections and investigations, the employee may occasionally be exposed to hazardous sewer gases and unseen hazards such as blood borne pathogens in sewer lines, and is required to observe and undertake proper safety precautions. During construction inspections, the employee may be exposed to airborne particles, moving equipment, and moderate to occasional loud noises.
This position is subject to stressful situations and demands meeting project deadlines or responding to emergencies. Attendance at night meetings may be required. May require working more than forty (40) hours per week.
