Definition
Under the administrative direction of the City Manager, provides a variety of high-level administrative and complex support to the City Manager in the overall management of the City. Serves in the capacity of the City Manager in their absence; serves as the primary liaison in negotiations with private contractors, consultants and other governmental agencies; and performs a variety of related management and special projects as assigned.
Distinguishing Characteristics
The Assistant City Manager is an executive management level classification with responsibility for assisting the City Manager with the overall management of City operations and services. This classification is distinguished from the City Manager in that it does not assume full management responsibility for the City on a routine basis.
Supervision Exercised
Exercises direct and functional supervision over professional, technical, clerical, and volunteer staff.

A typical way to obtain this knowledge and abilities would be:
Education: A Bachelor’s degree from an accredited college or university in public or business administration, or related is required. A Master’s degree is desirable.
AND
Experience: Five (5) years of professional management experience in a municipal government setting including three (3) years of recent experience in managing a department or division within a municipal agency.
Special Requirements
Knowledge of:
Operations and standard operating procedures of a municipal administration program; principles and practices of program development and administration; complex principles and practices of public administration; principles and practices of budget administration; methods and techniques of supervision, training and motivation; applicable Federal, State, and local laws, codes and regulations; modern office equipment, including computer and applicable software; methods and techniques for basic report preparation and writing.
Ability To
Plan, organize and direct the work of subordinate staff; analyze a complex issue and develop and implement an appropriate response; prepare clear and concise administrative and financial reports; prepare and administer a municipal budget; analyze and evaluate new and existing service delivery methods and standard operating procedures; make adjustments to standard operating procedures as appropriate; apply applicable laws, codes and regulations; establish and maintain effective working relationships; communicate clearly and courteously with the City’s internal and external customers.
Skill To
Operate computer and applicable software. Effectively operate a motor vehicle on City streets.
Physical Tasks And Environmental Conditions
Work is performed in an office environment with moderate noise levels; duties require the ability to speak, hear, touch and see. In addition, may be required to travel on business related trips via auto, train or airplane. Also required is the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area to another; occasionally bending, stooping, kneeling, reaching, pushing and pulling (drawers opened and closed to retrieve and file information); occasionally lifting and carrying materials that weigh less than 25 pounds. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard, typewriter, or calculator; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing on a keyboard, filing, data entry and/or use of a personal computer or other office equipment and supplies; may involve sitting or standing for prolonged periods of time.

- Provide designated staff and program assistance to the City Manager; direct and coordinate research projects and special projects in support of the City Manager’s programs; provide informative and accurate reports on a variety of subjects.
- Negotiate contracts and solutions on a variety of administrative, fiscal and special projects; participate in the preparation of program or special project budgets; analyze and prepare recommendations on budget request; monitor appropriate budget accounts.
- Conduct specific and comprehensive analysis of a wide range of municipal policies involving organization, procedures, finance and services.
- Independently prepare a wide variety of correspondence in response to inquiries regarding City procedures, policies or general information.
- Participate in the development and administration of the City budget; work with the Finance Director forecasting funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement budgetary adjustments.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; make recommendations as appropriate.
- Conduct research and develop recommendations on Citywide work methods, operating policy and procedures, programs, services and other administrative issues; observe program operations; analyze findings and implications; prepare and present staff reports and other correspondence.
- Coordinate activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Manager and City Council.
- Assist in the development and implementation of organizational goals, policies, procedures and work standards.
- Prepare, recommend long and short-range strategies for City services and programs.
- Maintain awareness of operations and activities in the various departments throughout the City.
- Attend City Council meetings and give applicable reports.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public administration.
- Administer and coordinates the City’s government access channel.
- Respond to and resolve difficult and sensitive organizational and community inquiries and complaints.
- May exercise day-to-day line and supervisory authority over City departments and/or groups as authorized by the City Manager.
- Maintain prompt and regular attendance.
- Perform other duties as assigned by the City Manager.
