About the Job:  This position performs professional level analytical work in support of the Colorado Springs Police Department's fiscal operations. The role combines responsibilities in grant writing, budget development, and financial analysis to support strategic planning, resource allocation, and compliance with funding requirements. This position is also responsible for identifying and pursuing grant opportunities, preparing and submitting proposals, and ensuring compliance with grant terms and reporting requirements. In addition, the position supports the development, monitoring, and analysis of departmental budgets, prepares financial reports, and provides data-driven recommendations to management.

As an Analyst II - Budget/Grant, you will: 
  • Develop, monitor, and analyze departmental budgets, forecasts, and financial plans to ensure alignment with strategic goals.
  • Prepare and present budget reports, variance analyses, and financial summaries to management and stakeholders.
  • Collaborate with internal departments to gather financial data, evaluate spending trends, and recommend cost-saving strategies.
  • Ensure compliance with internal financial policies and external regulatory requirements related to budgeting and fiscal management.
  • Monitor federal, state, and other grant sources to identify upcoming grant opportunities; identify funding opportunities and new program areas to match department priorities.
  • Generate proposals and supporting documents in response to solicitations.
  • Use technology to track proposals from initiation to submission, monitor grant performance, anticipate approaching deadlines, plan steps going forward to complete grant programs.
  • Prepare working papers, monthly grant reports, and quarterly/periodic grant financial reports for submission to granting agency.
  • Maintain compliance with accepted professional standards and funding agency requirements.
  • Analyze grant budgets and set up appropriate line items for compatibility with accounting systems; develop in-depth knowledge of individual grant purposes, budgets, restrictive covenants, and rules.
  • Track day-to-day programmatic and financial grant activities.
  • Assist with audit activity of sub-recipients of grant funding awarded to the CSPD.
  • Stay current with grant rule changes; communicate changes to appropriate staff.

Knowledge, Skills and Abilities:
  • Able to write reports, prepare letters, expositions, and summaries
  • Able to read financial and legal documents
  • Able to make decisions regarding interpretation of policies
  • Maintain strong customer service skills
  • Knowledge of proper English usage, spelling, grammar, and punctuation
  • Knowledge of research tools
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations
  • Ability to distinguish and identify funding opportunities
  • Ability to establish and maintain effective working relationships
  • Ability to communicate clearly and concisely, orally and in writing
  • Strong analytical and quantitative skills with the ability to interpret complex financial data
  • Proficiency in budgeting software, spreadsheets, and financial reporting tools
  • Understanding of governmental accounting principles and budgetary practices
  • Bachelor's degree from an accredited college or university with major coursework in a related area of study. 
  • Three years of full-time responsible experience in a related field.

Education and Experience Equivalency: One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.
  • Ability to work with a high level of independence, attention to detail, and the ability to interpret and apply complex financial and regulatory information.

  • Experience in grant writing and reporting, budget development, financial analysis and preparing financial reports.  

  • Experience in public sector finance.
