The City of Cockrell Hill is seeking a professional, organized, and bilingual (English/Spanish) individual to serve as a Bilingual Office Support Specialist. This position provides vital administrative support to the City Administrator and plays a crucial role in daily operations, including customer service, water billing, permitting, and financial processing. The ideal candidate will be a dependable team player who thrives in a fast-paced municipal environment and enjoys interacting with the public.
Requirements
Minimum Qualifications:
- Fluent in English and Spanish (required).
- High school diploma or GED (required); Associate degree is a plus.
- Minimum three (3) years of administrative/clerical experience.
- Experience with municipal or government entities preferred.
- Must possess a valid Texas Class C Driver’s License.
- Must pass a criminal background check, drug screen, and physical exam as a condition of employment.
- Must be willing to obtain Notary Public certification within 3 months of hire.
Essential Duties and Responsibilities:

Administrative Support
- Assist the City Administrator with scheduling, document preparation, and meeting coordination.
- Prepare City Council agenda packets and correspondence.
- Screen and direct calls, visitors, and mail.
- Maintain office records, databases, and filing systems.
- Respond to public inquiries, open records requests, and citizen concerns.
- Assist with building permits, schedule inspections, and process applications.
- Accept and process water bill payments; open and manage water/sewer service accounts.
- Create and track service and work orders for water utilities and public works.
- Work with other departments such as public works, animal control, code compliance, municipal court, and police dispatch.
- Translate English/Spanish with customers and translate documents.
Accounts Payable and Financial Support
- Process purchase orders, vendor invoices, and payments.
- Create and maintain vendor profiles with accurate documentation.
- Review expenditures for compliance with City purchasing policies.
- Assist in preparing financial reports, reconciliations, and audit documentation.
- Ensure accurate coding and data entry in the general ledger system.
- Process refund requests and verify documentation for all financial transactions.
- Create, maintain, invoice, and file residential city contracts for concrete.
- Prepare documents for liens for non-payment contracts.
Special Events and City Functions
Assist with the planning and execution of events such as the City’s annual Christmas party, employee recognition, and community events. Create/translate flyers, brochures, and other promotional materials. Coordinate activities and logistics with other departments.
Other Duties
- Serve as a Notary Public (must obtain within 90 days of hire).
- Attend city-related meetings, training sessions, and conferences as required.
- Support other city departments as needed and perform duties as assigned by the City Administrator or Administration Supervisor.
- Maintain a professional appearance and demeanor.
- Provide outstanding customer service to residents and fellow employees.
Work Environment and Physical Requirements:
- Standard office setting with extended periods of sitting and computer use.
- Occasional lifting (up to 25 lbs), bending, standing, and walking.
- Must be able to multitask in a busy and sometimes stressful environment.
- Occasional evening and weekend work may be required for special events.
