Examples of Duties

Under general direction, performs major daily and project/program based administrative duties. Recommends and administers divisional/departmental policies and procedures. Prepares regular and special reports related to divisional/departmental operations. Performs other job-related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree in Business/Public Relations or closely related field from a four-year accredited college or university is required. Two years of full time paid expeience in government or private industry office administration is required. (Substitution: Two years of full time experience may substitute for each year of college education lacking.) Must be able to operate a personal computer with Microsoft Office Suites.

Position

The Department of Community Development is seeking a Senior Specialist for Middle Neighborhoods as a member of the Bureau of Community Programming. The Bureau is an innovative and dynamic team within the Department of Community Development that also includes the Offices of Fair Housing, Consumer Affairs, Financial Empowerment, and Community Engagement. The specialists will be responsible for the support and administration of Middle Neighborhoods-focused and other Community Development activities and projects.

They will support the development of initiatives focused on the improvement of the city’s “middle neighborhoods” – Old Brooklyn, Collinwood, West Park, and Lee-Harvard – and coordinate new and existing programming and resources dedicated to those and other areas of the city. This

will include monitoring, evaluation, and the continuous improvement of both Middle Neighborhoods initiatives and other neighborhood-focused projects.

In Collaboration With Other Departmental Staff, The Senior Specialist Will Also Provide Strategic And Operational Support For Programmatic, Advocacy, And Engagement Events/activities As a Member Of The Bureau Of Community Programming. These May Include

  • Contributing to advocacy campaigns and policy research related to housing stability and home repair, lead remediation, fair housing and fair lending, consumer affairs, financial empowerment/banking access, and other related issues.
  • Developing cross-sector partnerships with community development corporations, mortgage lenders, housing agencies, and other community nonprofit organizations to increase resident access to home repair and home ownership resources that contribute to housing and neighborhood stability.
  • Managing projects across operational units (bureaus), including the creation, collection, and analysis of performance measures.
  • Representing the City, the Department, and the Bureau in various programs, projects, and community outreach related to housing stability and home repair, fair housing and fair lending, consumer affairs, financial empowerment/banking access, and other related issues.

The Department of Community Development is the City’s core unit dedicated to designing and implementing programs that help to improve our neighborhoods, community networks and social structures, reduce and mitigate safety and health risks related to occupied and vacant properties, and coordinating with internal government units and external parties to help address housing shortfalls and homelessness matters. Our mission is to improve the quality of life in the City of Cleveland by strengthening our neighborhoods through successful housing rehabilitation efforts, commercial rehabilitation efforts, new housing construction, homeownership, and community focused human services.

CD Preferred Qualifications

Three years of full-time paid experience in community planning, community development, nonprofit organization or related field is required. (Substitution: Additional years of relevant experience may substitute for up to two years of college; A Master’s Degree in Urban Planning,

Preferred Qualifications

Urban Studies, Public or Business Administration, Social Work, or related field may substitute for three years of experience.) Additional preferred qualifications include:

  • Detail oriented, with strong analytical skills
  • Demonstrated ability to communicate professionally in an oral and written manner.
  • Proficiency in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Internet.
