Overview

The Fair Employment Wage Board Program Manager is a newly created, full time position, charged with leading and executing all aspects of the Fair Employment Wage Board (FEWB), a seven-person volunteer board that currently oversees the city’s wage theft, pay transparency and fair employment wage laws. The Program Manager’s key responsibilities include board relations and management, community engagement and education, ensuring a transparent and efficient system for filing and investigating claims, and serving as the liaison with key city agencies and stakeholders.

The Fair Employment Wage Board Program Manager is responsible for administering and overseeing the operations of the Wage Board established under State and/or local labor statutes. The Program Manager ensures that all wage board activities comply with legal requirements, support fair labor standards, and uphold the commitment to equitable and transparent wage setting practices. This position leads strategic planning, facilitates board processes, and serves as the primary liaison between the agency, stakeholders, and the public.

Examples of Duties

Under administrative direction, this position is responsible for planning, managing, and coordinating assigned functions, which may include administration, citizen engagement, research, and financial operations. Responsibilities include developing work rules, implementing training programs, and may manage assigned staff members to ensure the effective performance of departmental objectives. Performs other job-related duties as required.

Minimum Qualifications

Bachelor's Degree required. Four years of full-time paid management or administrative experience required. (Substitution: Two years of any equivalent combination of education, training and experience may substitute for each year of college education lacking.) Valid State of Ohio Driver's License required.

Supplemental Information

Program Administration and Oversight

  • Direct the planning, development, and implementation of the Fair Employment Wage board program in accordance with statutory mandates.
  • Collaborate with other divisions, legal counsel, and other agency members to support program goals.
  • Ensure the program’s compliance with state and federal labor laws, administrative rules, and procedural guidelines.
  • Develop policies, procedures, and operational standards for wage board activities.
  • Build relationships, a pipeline of future FEWB members, and a clear and public process for joining the board.
  • Develop a timely and efficient process for filing, tracking, responding to and closing claims.
  • Respond to inquiries, questions, and concerns timely and efficiently.
  • Develop procedures and civil penalty guidelines to assist employers with meeting compliance standards.

Board Coordination & Facilitation

  • Coordinate all wage board meetings, hearings, and advisory sessions, ensuring adherence to open meeting laws, public notice requirements, and documentation standards.
  • Provide technical guidance, research, and policy analysis to assist board members in reviewing wage conditions and making recommendations.
  • Draft official reports, board recommendations, and policy proposals for submission to senior leadership.

Stakeholder Engagement & Public Communication

  • Serve as the primary point of contact for employers, labor representatives, advocacy groups, and community organizations.
  • Facilitate public participation, including hearings, and outreach activities.
  • Communicate program findings and wage board decisions in a well-organized and transparent manner.
  • Facilitate public speaking engagements and presentations.

Relevant Skills And Experience

  • Progressively responsible experience in labor relations, workforce development, public policy, and/or government program administration.
  • Experience working with regulatory programs, boards, commissions, or compliance-based operations.
  • Extensive knowledge of wage laws, labor standards, administrative law, hearings, and public sector governance.
  • Strong leadership, communication, and analytical skills.
  • Developing and implementing effective processes and as needed, working to consistently make improvements.
  • Fluency in a second language is a plus.
  • A willingness to work occasional nights and weekends.
  • Proficient with various software such as Microsoft Office, PowerPoint, Canva, & Google Docs.
