What are the responsibilities and job description for the Division Chief - EMS position at City of Clermont?
Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.
- Administers the operations of emergency medical services for the protection of life and property for the City of Clermont.
- Plans, organizes, directs, and reviews the work of personnel engaged in performing emergency rescue and life support operations; ensures emergency medical requests for service are met with rapid, reliable, efficient, and quality response.
- Executes Inter Local agreements; ensures adequate funding and compensation for all executed agreements; acts as liaison with County Emergency Medical Services (EMS) administration for operational compliance, Continuing Medical Education (CME) and certification compliance; develops and modifies EMS system rules and regulations; acts as liaison with Medical Director's office for all clinical issues including new paramedic orientation and testing, medical quality assurance reviews, and clinical behavioral problems.
- Oversees controlled substance (Narcotics) tracking, audits, and Drug Enforcement Agency (DEA) and/or State of Florida reporting.
- Develops and administers the Fire Department's EMS budget; prepares EMS budget submittals for review; authorizes or approves EMS budgetary expenditures.
- Participates, with supervisors, in the selection, placement, promotion, training, safety, and appraisal of assigned employees; manages maintenance of minimum job qualifications for all employees; oversees and administers disciplinary process including informal inquiries, formal investigations, and administration of discipline.
- Monitors service areas and performance and maintenance standards with EMS to ensure compliance with local, state, federal regulations, and accreditation standards.
- As a member of the senior leadership team, the Division Chief plans, directs, manages, and participates in incident management of fire/EMS and other related emergency and non-emergency operations when required.
- Responsible for the readiness, competency, and reliability of firefighters and equipment to ensure all calls for emergency medical services are handled timely and professionally.
- Maintains familiarity with Lake County BLS and ALS Protocols; disseminates changes to emergency medical information and policies to fire department personnel.
- Provides recommendations and guidance regarding hiring and disciplinary actions pertaining to emergency medical services personnel.
- When directed by the Fire Chief or Assistant Fire Chief, assists in the preparation of information regarding first level employee appeals and grievances relating to EMS cases.
- Represents Clermont Fire Department at various work groups, functions, and meetings including acting as the department liaison with hospitals as well as local and State EMS agencies.
- Assists the department and City in areas of disaster preparedness and emergency management.
- Coordinates the purchase, maintenance, and readiness of medical equipment and supplies.
- Assists Assistant Chief of Administration with annual work plan of EMS, goals and objectives.
- Develops, reviews, and revises EMS policies, procedures, and guidelines.
- Develops and recommends plans, programs and courses of action to the Assistant Fire Chief to accomplish goals, objectives; implements those plans, programs and actions as approved.
- Administers, implements, monitors and evaluates quality assurance programs and activities pertaining to all aspects of the organization’s EMS service and delivery.
- Directs and implements methods of improving and monitoring work measures or performance standards for the purpose of Accreditation Compliance, improving patient outcomes, improving performance and reporting.
- Creates reviews and answers correspondence, answers phones, assists the public with information as needed, and performs clerical work when needed.
- Creates and participates in the planning and execution of the departments short and long term goals for emergency medical services.
- Attends instruction, seminars, and training sessions in firefighting and EMS.
- Maintains method of contact (home telephone, personal cellular telephone) and may be placed on emergency call outs.
- Maintains custody of all medical, fit testing, and respiratory protection records for the department ensuring compliance with federal and state statutes, city and department policies.
- Responsible for ensuring the compliance with departmental rules, regulations, guidelines, procedures, and other departmental communications issued either verbally or in written form.
- Issues a report to the Fire Chief or his/her designee indicating compliance or noncompliance with departmental policy and make recommendations to ensure compliance with departmental rules, regulations, policies and procedures in future similar incidents.
- Ensures all employee injuries, workplace accidents, and incidents involving property damage are investigated for cause and submits recommendations on compliance and non-compliance with department and/or City safety procedures and recommendations to prevent future incidents.
- Oversees the EMS Division in scheduling, record retention, quality assurance, coordination and provision of annual EMS recertification programs.
- Functions as the agency’s HIPAA Privacy Officer.
- Functions as the city's Infection Control Officer, overseeing compliance with OSHA and NFPA standards, managing post-exposure protocols, exposure control documentation, and communicable disease follow-up.
- Oversees department software and IT management, including user access, system configuration, data validation, reporting for accreditation and internal quality assurance, and integration with training and CEU platforms; coordinate technical support for EMS systems.
- Assists with emergency medical training as needed.
- May be required to work rotating shifts, on-call duties and extended hours in emergency situations.
- Participates in custodial, maintenance, and repair duties; answers phones, providing information and assisting the public.
- Performs routine clerical duties such as light typing and filing.
- Performs other duties as assigned.
- Bachelor’s degree from an accredited learning institution in Fire Science, Fire Administration, Emergency Medical Services, Public Administration, Business Administration, or related field.
- Eight (8) years of full-time work experience in the fire service as a certified firefighter.
- Five (5) years at a management level in the fire service with a minimum of one year experience above the rank of Lieutenant/Company Officer (ride-up experience considered).
- Completion of Incident Command System (ICS) courses G-100, G-200, G-300, G-400, IS700, and IS-800. Additional advanced classes and training as well as experience in incident command preferred.
- Must possess and maintain a valid State of Florida Fire Fighter Minimum Standards Certificate of Compliance (Firefighter II).
- Must possess and maintain a valid Fire Officer I Certification issued by the Florida Division of State Fire Marshal - Bureau of Fire Standards and Training, prior to November 1, 2013 or a valid Fire Officer II Certification, issued by the Florida Division of State Fire Marshal - Bureau of Fire Standards and Training on or after November 1, 2013.
- State of Florida Fire Officer III or obtain within two (2) years of employment.
- Must possess and maintain a State of Florida Fire Service Instructor Certificate within one (1) year of employment.
- State of Florida Health and Safety Officer or obtain within one (1) year of employment.
- Valid Florida Class “E” Driver’s license.
- Must possess and maintain certification and licensing as a State of Florida Paramedic.
- American Heart ACLS and BLS instructor and provider within a year of employment.
- PALS or HANDTEVY instructor within a year of employment.
- Emergency Vehicle Operator’s Course (EVOC) or equivalent.
- Proficient in MS Word, Excel, Outlook, and PowerPoint.
- Minimum requirement for maintaining the rank of division chief - is the annual completion of State of Florida required continuing education and completion of sixteen (16) hours of continuing education in management and administration.
