Under limited direction, the Streets & Sidewalks Supervisor performs skilled technical and supervisory work in the installation, modification, maintenance, and repair of streets, sidewalks, right of ways, and structures and facilities in a manner consistent with the rules and regulations of the City.

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Coordinates, supervises, and assigns the skilled labor work in many of the phases of installation, maintenance, and repair activities related to right of ways, streets, sidewalks, retaining walls, and headwalls; places jobs on calendar to ensure appropriate staffing and supervision; reviews work orders, and addresses issues or concerns.
  • Leads, oversees, and instructs workers; demonstrates proper work methods; ensures needed materials, supplies, and equipment are available, and checks work in progress and upon completion; provides performance feedback, disciplinary actions, and promotes goal achievement.
  • Supervises and manages employee selection, hiring, and training; oversees performance evaluations; initiates and documents disciplinary actions; provides counseling and personnel development and training.
  • Monitors safety protocols and evaluates staff adherence to all safety and hazard regulations; ensures proper uniforms are worn, spills reported, and materials are accurately tracked.
  • Ensures the safety and functionality of City streets and sidewalks; excavate failing streets and right of ways to determine why area is failing; identify utility asset causing failure and repair or turn over to appropriate Division.
  • Communicates with city departments, contractors and other utility companies regarding various work performed in right of ways; participates in meetings and maintains strong communication regarding activities and progress of Division and City projects.Confers with the public regarding inquiries and complaints; maintains records,  produces drawings, and prepares requisitions needed to order supplies.
  • Performs general administrative duties including preparing reports relating to divisional, departmental, and city-wide policies; inspects work and provides technical and skilled reporting.
  • Performs standby duty for after-hour responses; assists department in the event of an emergency and may be required to work odd or altered hours.
  • Performs other duties as assigned.

Licenses, Certifications, and Equipment:

A valid State driver’s license is required.

Obtain and maintain Florida Department of Transportation Temporary Traffic Control (FDOT TTC) within six (6) months of hire date.

 

Type: Obtain and maintain Restricted Class A (No Tractor/Trailer) CDL permit within three (3) months of hire date & obtain and maintain Restricted Class A (No Tractor) CDL with necessary endorsements based on area of assignment within nine (9) months of hire date. 

 

This position is required to operate the below equipment, machines, tools, and other work aides:

Air hammers, tape measure, wrenches, shovel, rake, pruners, transit and levels, Johnson bar, screwdrivers, concrete tools, chop saws, chain saws, weed eaters, drills, circular saw, cut saw, skill saw, concrete mixers, compactors, pumps, generators, light and heavy trucks, van, vac trucks, forklift, front-end loader, backhoes, mini excavators, skid steer/track loaders, 10 yard truck, dump truck, bobcats, copier, phone, fax machine, radio, computer, and other equipment as assigned.


Additionally, this position is required to operate and utilize the following technology and digital equipment:
• iPads or similar mobile tablets for field data entry, digital inspections, and asset-management workflows
• GIS applications for reviewing maps, locating utilities, and retrieving infrastructure data
• Computerized Maintenance Management System (CMMS) software for managing work orders and updating asset records
 • Digital communication tools, department applications, and mapping platforms used in daily field and administrative operations

 

Education and Experience:

High School Diploma, High School Equivalency Diploma or G.E.D. Certificate PLUS five (5) years skilled experience in varied construction/installation and maintenance activities in the field appropriate for the position, including at least two (2) years supervisory experience.; OR an equivalent combination of education, training, and experience may be considered.

  • Methods, materials, equipment, and principles in the operation of potable water and treatment facilities
  • Personnel oversight and direction
  • Hand and power tools and equipment
  • Advanced irrigation systems
  • Department policies and protocols
  • Equipment maintenance practices and methods
  • Geographic Information Systems (GIS) platforms, asset-management systems, and related field-data collection technologies
  • Basic IT concepts, including file management, digital documentation, and troubleshooting common device/software issues
Skill in 
  • Operate and use hand and power tools, small trucks and other equipment
  • Interpreting and applying civil engineering principles, blueprint standards, and specifications
  • Training, leading, and overseeing other laborers; assigning, delegating, and supervising work
  • Establishing and maintaining good relationships
  • Dealing tactfully with customers
  • Using tact and independent judgment within established guidelines
  • Operating a computer with general proficiency
  • Navigating and querying GIS applications to locate assets, review maps, and extract necessary project information
  • Using an iPad or similar mobile device for field operations, including asset management, work-order processing, digital inspections, and real-time data entry
  • Adapting to new software platforms, updates, and digital workflows used within the department

Salary : $56,345 - $90,153
