What are the responsibilities and job description for the Senior Environmental Safety Specialist (Non-Competitive) position at City of Cincinnati?

The Metropolitan Sewer District (MSD) of Greater Cincinnati seeks a Safety Professional with a wide variety of experience in construction safety or related fields.  Experience should encompass working to promote safe operations on construction sites. 
  
 The incumbent will manage several OSHA programs such as:

  1. Trenching and Excavation
  2. Fall Protection and Prevention
  3. Permit Required Confined Space Entry
  4. Walking Working Surfaces
  5. PPE 
  6. Hearing Conservation
  7. Respiratory Protection
  8. Other safety programs as assigned.

These programs may require certification that will be provided by MSD if not already obtained.
  
 Additionally, the employee will establish a field presence in MSD’s Engineering and Collection operating divisions to provide safety guidance and minimize injuries. The incumbent will support MSD’s Engineering Division by driving continuous improvement through reviewing and auditing construction site safety plans provided by contractors for OSHA compliance and performing site visits with MSD inspectors to support them in ensuring safe operations on MSD construction sites.  They will also support MSD’s Collection Division by auditing and improving safe field operations of trenching and excavation crews.
  
 The incumbent will also develop and deliver training for OSHA program as well as MSD safety policies.

Ability to:
Inspect complex city facilities, equipment, materials, and employee work practices to determine unsafe conditions or environmental problems.
Recommend and implement goals, policies, and procedures for providing effective and efficient environmental or health and safety practice within assigned department.
Prepare clear and concise analytical and statistical reports.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Interpret and apply federal, state, and local codes, laws, and regulations.
Communicate clearly and concisely, both orally and in writing.
Respond to requests and inquiries from the general public.
Work independently in the absence of supervision.
Understand and follow oral and written instructions.
Recognize hazards and respond with plausible solutions.Examples of Work Performed

Conducts on-site inspections and investigations of complex operations and facilities to ensure environmental or safety compliance; notifies departments of environmental or safety problems and monitors corrective action that is taken; evaluates needs for environmental or safety training and provides training to assigned departments.
Participates as a member of environmental or safety audit teams performing assessments for safety enhancements, waste minimization, pollution prevention, energy efficiency, cost reductions, improvements in compliance status, and/or mitigation of adverse health/safety or environmental impacts.
Maintains, calibrates, and operates instrumentation and sampling equipment; evaluates employee exposures to chemical, physical and environmental hazards; monitors environmental quality; responds and assists in resolution of employee health and safety hazards and environmental issues; and provides guidance to assigned departments.
Prepares analytical and statistical reports on operations and activities; analyzes reports and provide recommendations; assists in the development of  written policies and procedures related to health and safety and environmental  programs; composes and distributes internal and other documents.
Represents assigned department to other city departments, community groups, and outside agencies; explains, justifies, and defends department programs, policies, and activities; assists in the negotiation  and resolution of  sensitive, significant, and controversial issues.
Recommends and assists in the procurement of health and safety equipment to assigned departments.
Establishes and maintains cooperative working relationships with those contacted in the course of work, including outside agencies and the general public.
Interprets and applies federal, state, and local health and safety and/or environmental codes, rules, and regulations to complex operations and facilities in assigned departments.
Manages/coordinates city-wide training for environmental and health/safety compliance and participates in environmental or safety committees.
Participates on a variety of boards and committees; attends and participates in professional group meetings; stays abreast of new regulations, trends, and innovations in the field of environmental management and/or health and safety.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.
If assigned to Health Department, maintains on-call status for hazardous material response team.


Each applicant must have a Bachelor's Degree from an accredited institution in Environmental Science, Risk Management, Occupational Safety, or a closely related field. In addition, each applicant must have a minimum of five years of related work experience. A Master's Degree in one of the above stated fields or professional certification from an accredited professional organization dealing with environmental issues is preferred.
 
OTHER REQUIREMENTS
Must have a valid Driver's License.
Some assignments may require possession of a valid registration from the Ohio State Board of Sanitation Registration.
Other licenses and/or certifications may be required, depending on area of responsibility.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions:  Travel from site to site; office/field environment; exposure to computer screens, noise, dust, grease, smoke, fumes, gases, potentially hazardous chemicals, toxic materials, potentially hostile environments; human or animal body fluids; waste and infectious materials; work at heights on scaffolding and ladders; work or inspect in confined spaces; work or inspect underground; work on slippery or uneven surfaces; work around heavy construction equipment; may be subject to call back and/or overtime work.

Physical Conditions: Duties require maintaining physical condition necessary for heavy, moderate or light lifting; bending, stooping, kneeling, crawling; walking or standing for prolonged periods of time.

Salary : $83,479 - $112,189
