General Statement of Duties

This employee lays out, sets up, and performs precision operations on a wide variety of machine tools (engine lathe, milling machine, shaper, radial drill, etc.), using considerable judgment, to make or repair parts to specifications. Performs scheduled overhaul of heating, ventilating, hydraulic and pneumatic control systems, liquid and dry chemical feeder systems and unit. Is able to discover problems, to repair and make parts and to reinstall them. Directs and assists in the removal and installation of large machinery and equipment. Performs related work as required.

Minimum Qualifications (KSAs)

Knowledge of:
Parts and purposes of standard machine tools (engine lathe, milling machine, radial drill, etc.)
SAE, Acme, and standard pitches and diameters of pipes and bolts.
Centrifugal pumps, blowers, and compressors sufficient to know purposes of parts.
Plumbing systems sufficient to shut off valves and to repair or replace parts in the field.
Safety policies and procedures, e.g. Employee Safety Instruction Manual and applicable agency requirements.
Hazardous materials handling laws in sufficient detail to correctly dispose of used solvents.
Skill to:
Choose correct shape and size of material and to machine it to specifications.
Perform shop math such as adding, subtracting, multiplying, dividing, fractions, decimals and metrics and use a protractor to establish angles.
Read drawings and to make field sketches of parts to be duplicated.
Layout work (shafts, sleeves, bolt circles on flanges, etc.) from drawings and parts and to machine them to specifications.
Use precision hand and machine measuring instruments to lay out, set up and check work normally to or – .001" tolerance.
Select and set up all necessary machine tool cutters, jigs, and fixtures.
Use standard engine lathe and milling machine attachments.
Use steady rest and dividing heads and other specialized attachments.
Operate all controls of engine lathe and milling machine to obtain necessary feed, spindle speed and depth of cut on variety of metals, and to operate related machine shop equipment (other machine tools, ovens, cranes, etc.).
Use lathe and milling machine.
Grind, lap, hone and apply a super finish by hand.
Use machinists' hand and power tools (drills, taps, etc.) in the shop and in the field.
Align pumps to motors in the field.
Install threaded and flanged pipe and tubing.
Operate crane safely.
Examples of Work Performed

Lays out work from drawings, field sketches, and verbal descriptions.
Selects appropriate machine tool to perform an operation and sets up the equipment with the necessary cutters, chucks, jigs, fixtures, and other attachments.
Reads and interprets feed and spindle charts on engine lathes, milling machines and other machine tools, and selects depth of cut.
Shapes material by operating the engine lathe or milling machine to turn, bore, cut, form chamfer, mill, abrade and saw.
Operates subsidiary machine tools (shaper, drill press, grinder, hydraulic press, etc.) to shape and finish metal to specifications.
Checks work with precision machine shop measuring instruments, normally to .001" tolerance.
Measures existing parts, makes sketches, and duplicates parts, such as pump and valve shafts, and threaded, slotted parts.
May metalize shafts, bearing housings, sleeves, etc.
Performs bench work such as deburring, drilling, etc., on machined parts and disassembles, assembles, and fits together sub-assemblies such as gearboxes, air compressors, hydraulic pumps, etc.
Analyzes the operation of machine tools for malfunctions and makes adjustments and routine repairs.
Checks pump and motor alignment with precision measuring instruments; disassem¬bles parts from equipment and checks for wear.
Modifies housing to receive large bearings.
May take corrective action on pumps, compressors, etc., to assure the equipment is working properly by modifying, repairing, replacing, and installing new parts in the field and on subassemblies at the shop; reinstalls to specifications.
Assists a crew in rigging, removing and installing large machinery and equipment weighing up to 56,000 pounds using cranes, ropes, chains, etc.
May make rough cuts on piping, decks, etc., with acetylene torch.
Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties.
Identifies unsafe practices and conditions and brings such matters to the attention of the crew leader or supervisor.

Required Education and Experience



Open:
A minimum of four (4) years full-time, paid maintenance and machining experience including the proper usage of milling machines and lathes and rebuilding rotating equipment.

OTHER REQUIREMENTS
Must be able to drive a single axle truck and have a valid Driver's License.
Must have the ability to work at heights up to 150 feet and at depths of up to 90 feet from ladders, scaffolding, or walkways to perform rigging and repair work.
Must have the ability to work inside tight and/or enclosed areas such as tanks and pipes.
Must have vision sufficient to read precision gauges accurately and to observe malfunctioning equipment; if less than 20/70 must wear corrective lenses at all times.
Must have hearing sufficient to determine malfunctioning equipment and machine tools.
Must have sufficient finger dexterity to handle small parts and to do precise bench and repair work.
Must have the ability to lift 60 pounds in performance of work.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.


Additional Exam Information:

Credit for Military Service
: Special credit for honorable military service is given (1) only to Ohio residents, (2) who successfully complete all portions of the testing process, and (3) who provide Human Resources a long-form copy of your DD-214 confirming an honorable discharge (Character of Service Box 24 on DD-214). Disabled veterans shall receive ten preference points and non-disabled veterans shall receive five preference points. Veteran's points will be added only to passing scores.

Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 – Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.

Health Insurance

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Eligible dependents include:

Child (natural child, adopted child, and/or child who the group has determined is covered under a "Qualified Medical Child Support Order")

Child for whom the employee or employee's spouse/equal partner is a legal guardian

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.


Retirement Plan

The City provides a defined benefit pension plan for part-time and full-time employees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
