Description and Essential Functions

Position Summary
To perform professional-level, departmental administrative and analytical work in one or more of the following areas: general administration, budget preparation and administration, fiscal management, and/or special projects and studies; and to perform related work as required.

The current vacancy is within the Housing Department and will perform professional-level administrative research and analysis, development of presentations and reports, grant administration, and professional and analytical duties.

Distinguishing Characteristics

The Management Analyst II classification is the full-journey level class of the Management Analyst series and has the ability to perform the full range of duties assigned with only occasional instruction or assistance as unique situations arise. This class is distinguished from the Management Analyst I in that it performs journey level work with a high level of independence and may provide technical and functional guidance to subordinate staff. Positions in this class are flexibly staffed and are normally filled by advancement from the level I or by outside candidates having prior experience. It is further distinguished from the next higher class, Senior Management Analyst, in that the latter is the advanced journey level class performing highly complex departmental administrative and analytical work, having significant responsibility above the journey level and performing work requiring significant independent judgment.

Essential Functions
Functions may include, but are not limited to, the following: perform administrative, operational, research and analytical duties in support of departmental activities; perform a variety of analyses, studies and research projects including those regarding budget, finance and/or operational activities; conduct special projects within assigned area of responsibility; perform research and analysis of new or existing programs, services, policies and procedures; prepare and present reports; provide staff assistance to departmental management staff; assist in the preparation of reports and other correspondence as appropriate and necessary; assist in the evaluation of operations and activities of assigned responsibilities; recommend improvements and modifications for work methods and procedures and assist in implementation; recommend and assist in the implementation of goals and objectives; participate in the implementation of departmental strategic plan initiatives; monitor performance measures; evaluate program efficiency and effectiveness; provide assistance in resolving operational and administration issues; identify issues and conduct research to find alternative solutions; make and assist in the implementation of recommendations; ensure that workflow progresses in an efficient and timely manner to meet the goals of the City; research, develop and prepare departmental and program budgets; maintain and monitor appropriate budgetary controls; implement budgetary adjustments; and prepare written summaries and reports, financial analyses, chart and graphic presentations associated with the budget; monitor and analyze departmental revenue and expenditures; analyze and evaluate the fiscal impact of departmental activities; and perform short- and long-term fiscal forecasting incorporating department goals and objectives; review and analyze the work of departmental staff to determine the accuracy of fiscal calculations; approve purchasing activities for assigned department; conduct research and recommend sources for supplies and equipment; approve requisitions with purchasing requirements; conduct feasibility and cost benefit analyses and audits; research, analyze and provide recommendations based upon findings; develop manuals, forms, and procedural handbooks, as needed; provide advice and assistance to department staff regarding administrative practices, methods and procedures; prepare various departmental reports, and correspondence; utilize a variety of databases and computer programs to track data, develop reports and produce statistical information; may serve as a liaison with departments, vendors and other agencies; make presentations as required; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; perform related duties as assigned.

Minimum Qualifications

Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


  • Two (2) years of increasingly responsible professional experience in one of the following areas: general administration, budget and fiscal analysis, special studies and projects, or policy and procedure interpretation; and
  • Education equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, finance or a related field. Local government experience is desirable.

Knowledge of: Principles and practices of public administration; methods and techniques of data collection, analysis, interpretation and report preparation; policies and procedures of assigned department; Federal and state laws, regulations, ordinances, codes, and regulations related to assignment; methods and techniques of statistical and financial analysis; principles and methods of statistical measurement, cost analysis and fiscal planning; principles and practices used in grant development and administration; techniques and concepts of database management systems and conceptual systems design in order to store and extract data; computer equipment and software applications related to assignment; principles and practices of modern office methods and procedures; English usage, spelling, grammar, and punctuation. Ability to: Perform a full range of responsible analytical and administrative duties in support of assigned programs, functions and department involving the use of independent judgment and personal initiative. Research and analyze problems and prepare recommendations on a variety of issues; assist in the preparation and monitoring of the department budget; prepare clear and concise administrative and financial reports; interpret, apply and explain pertinent Federal, state and local laws, codes and regulations as well as City and department policies and procedures; work independently and with minimal supervision; work with complete discretion and confidentiality; understand and follow oral and written instructions; create, maintain and access database files; maintain confidentiality of privileged information; keep work related records and prepare reports using a computer; make sound judgments and decisions within established guidelines; organize and implement projects, operations, and activities related to work assignments; manage competing priorities; organize workload to ensure responsibilities are carried out in a timely manner; work independently and as a member of a team; establish and maintain cooperative-working relationships with those contacted in the course of work; communicate with and coordinate with the public and other departments; work with various cultural and ethnic groups in a tactful and effective manner.

Physical Demands and Working Conditions
On a continuous basis, sit at desk for long periods of time; intermittently walk, stand, bend, squat, twist and reach while retrieving and/or returning files; perform simple grasping and fine manipulation; use telephone and use a keyboard to communicate through written means, review information and enter/retrieve data; and lift or carry weight of 10 pounds or less. See in the normal vision range with or without correction to read typical business documents and computer screens; hear in the normal range with or without correction. Primary work is performed indoors in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level. Some movement is required from office to office and there is exposure to the external environment when going to outlying offices and meetings. Work is frequently disrupted by the need to respond to in-person and telephone inquiries.
